Thiago Sá Freire is the Chief Executive Officer of OpenGov, the leader in AI-enabled software for 2,000 cities, counties, state agencies, school districts, and special districts across the United States. Thiago brings over a decade of experience in scaling high-growth organizations across multiple industries.
Prior to his role as CEO, Thiago served as OpenGov’s President and Chief Operating Officer, overseeing the company’s Go-To-Market and R&D teams. Before joining OpenGov, he was the Chief Revenue Officer at Chorus.ai, leading the company to triple its revenue in a year and a successful acquisition.
Prior to his role as CRO, Thiago was Senior Vice President of Global Sales and Customer Success at Hudl, managing a global team of 450 employees across sales, revenue operations, customer success, support, and professional services. During his tenure, the company grew its revenue by 5X. He also held leadership roles at Oracle Marketing Cloud and Responsys, where he played a key role in enterprise sales strategy and growth.
Thiago holds a B.A. in International Relations from Stanford University where he was also the captain of the Men’s Soccer Team. Passionate about leadership and operational excellence, he is dedicated to building high-performance teams and driving meaningful impact in the public sector.
Zachary Bookman is the Co-Founder and Chairman Emeritus of OpenGov, the leader in AI-enabled software for 2,000 cities, counties, state agencies, school districts, and special districts across the United States. Before co-founding OpenGov, Zac served as Advisor to U.S. Army General H.R. McMaster on the Anti-Corruption Task Force at the ISAF headquarters in Kabul, Afghanistan and was a partner at Formation 8, a venture fund in San Francisco. He previously practiced trial litigation at Keker, Van Nest & Peters in San Francisco, and served as law clerk to the Honorable Sandra S. Ikuta on the U.S. Court of Appeals for the Ninth Circuit.
Zac studied transparency and corruption in Mexico as a Fulbright Fellow. He holds a JD from Yale Law School, an MPA from the Harvard Kennedy School, and a B.A. from the University of Maryland. Zac serves on the Boards of the Hoover Institution and Mt. Tamalpais College, and is a member of the Young Presidents’ Organization, the Council on Foreign Relations, and the Henry Crown Fellowship at the Aspen Institute.
As Chief Legal Officer, Elise Leung Cole leads the Legal, Compliance, and Procurement functions at OpenGov. She has worked at the nexus of legal, people and business strategy across multiple industries. Previously, Cole served as Chief People & Administrative Officer at DataRobot, a leading AI company where she led People, Legal, and Real Estate/Workplaces teams. She also served as VP & Deputy General Counsel at Cisco, where she led a global legal team supporting the Worldwide Sales and Marketing organization. Prior to that, she was General Counsel at AppDynamics. Within a rapidly expanding team that grew from 275 to 1,500 employees during her tenure at AppDynamics, Cole was instrumental leading up to the company’s scheduled IPO and ultimate acquisition by Cisco for $3.7 billion.
Cole has championed people, legal, and compliance throughout her career: she created global compliance, training, and career development programs at Cisco, and established AppDynamics’ first diversity and inclusion function as an executive sponsor committed to creating solutions for attracting, retaining, and growing diverse talent.
Sam Kramer is Chief Financial Officer at OpenGov, with over a decade of experience spanning high-growth technology companies and investment banking. He previously led finance at Chorus.ai, scaling the business and leading it through a successful acquisition by ZoomInfo. Earlier, he was part of Goldman Sachs’ TMT investment banking group and has held roles across data analytics and FP&A. Sam earned his MBA from the University of Virginia’s Darden School of Business and a B.S. in Finance and Economics from Fairleigh Dickinson University.
Adam brings 20 years of product leadership to OpenGov, where he serves as Chief Product Officer, driving product strategy, innovation, design, and execution across the company’s product offerings. Throughout his career, he has led product and design teams—spanning early-stage startups to scaled, public companies—specializing in multi-product portfolios.
Prior to OpenGov, Adam was VP of Product at OneTrust, where he led the product team through the company’s growth, driving its transformation product to a platform. Previously, Adam spent 10 years at VMware following its acquisition of AirWatch, a startup he joined as the first product manager, guiding the company’s growth from startup to scale.
Adam is passionate about building great products that drive meaningful impact. He holds a degree in Industrial and Systems Engineering from Georgia Tech and contributes to his community as a youth wrestling coach, mentoring young athletes and fostering teamwork and discipline.
Amit Dhodapkar serves as Senior Vice President and Head of Engineering at OpenGov, where he is responsible for engineering strategy and execution across the company’s cloud-based public service platform. He brings more than 25 years of experience delivering large-scale, mission-critical enterprise software and building global engineering organizations.
Before joining OpenGov, Amit spent 20 years at Microsoft, leading engineering teams in the Office division and contributing to widely used products such as OneDrive, SharePoint, and Microsoft Office applications like Office on Android, Visio and OneNote. Prior to his work in Office, he was part of Microsoft’s Media Platforms Group, where he worked on digital television and IPTV platform technology. Amit holds a B.Tech from the Indian Institute of Technology (IIT) Kharagpur.
Kate Ernst is the SVP of Marketing at OpenGov, where she leads the company’s brand, communications, product marketing, and growth teams. Her work is grounded in OpenGov’s vision of high-performance government for every community and guided by a simple belief: public service is personal.
Kate has built her career around storytelling and strategy, beginning as a journalist before moving into marketing leadership. She joined Cartegraph as a brand communications specialist and helped lead the company through a period of significant growth and change—including its acquisition by OpenGov—continuing her career and leadership journey at OpenGov.
Known for her collaborative, energetic leadership style, Kate focuses on building high-performing teams and translating complex technology into clear, compelling narratives for government leaders and the communities they serve. She brings curiosity, conviction, and enthusiasm to the work and cares deeply about the people and the mission behind it.
Terrence leads our Product Management and User Experience organization and brings over 25 years of product and software leadership experience to the OpenGov product team. His career began at GE where he helped launch the industry’s first procurement software solution built exclusively for the public sector. Since then, he’s gone on to hold senior product leadership positions building enterprise software with a focus in Strategic Sourcing, Procurement, Financial Management Systems, and Supply Chain Management, including leadership of IBM’s $300M Source-to-Settle portfolio which, at the time, was IBM’s largest single SaaS solution. Terrence completed his BA at the University of Connecticut.
Jon Sweet is the kind of operator who makes big things actually happen. As SVP of Operations at OpenGov, he leads with a mix of strategy, execution, and a forward-thinking approach to AI, also heading up Internal AI Operations to help teams work smarter, faster, and with way less friction.
He’s known for taking complex, messy challenges and turning them into clear, actionable plans (and then actually delivering on them). Whether it’s scaling systems, streamlining operations, or pushing AI into real, everyday use, Jon brings a strong data-driven mindset with a “let’s just get it done” energy.
A graduate of Boston University, Jon blends analytical thinking with real-world execution. He’s all about building smarter ways of working, and making sure it actually sticks.
Nav Kalra is a seasoned technology and professional services leader with more than 18 years of experience driving transformational outcomes for high-growth SaaS organizations. As Senior Vice President of Professional Services at OpenGov, Nav leads the strategic direction and execution of services that enable customers to realize maximum value from their investment, turning complex implementations into predictable, high-impact outcomes.
At OpenGov, Nav has played a pivotal role in evolving Professional Services from a reactive delivery organization into a value-driven, scalable strategic function that consistently delivers on time, on budget, and with measurable customer impact. Under his leadership, the team has strengthened operational rigor, introduced standardized delivery frameworks, and embedded data-driven decision-making across the customer lifecycle, helping to accelerate time-to-value and transform Professional Services into a strategic revenue lever.
Before joining OpenGov, Nav held senior leadership roles across global software organizations, where he built and scaled services, success, and customer delivery teams. His experience spans roles in professional services and customer success at industry innovators, driving customer outcomes and operational excellence across complex global environments.
Nav is known for his commitment to operational excellence, cross-functional collaboration, and building high-performing global teams that delight customers and create sustainable business value. His approach blends strategic vision with a deep focus on execution, ensuring that services organizations are structured, equipped, and empowered to deliver transformative results.
Monica Cook is the SVP of Customer Solutions at OpenGov. She is responsible for both pre- and post-sale functions including Solutions Engineering, Customer Success Engineering, Support, and Customer Enablement. Monica has spent her career supporting the public sector, previously serving as a Research Associate at the Public Policy Institute of California, where she focused on economic trends and measuring the impact of anti-poverty programs for the State of California. Monica was also a teacher for Head Start serving the City and County of San Francisco children and families. Monica holds an MPP from the Duke University Sanford School of Public Policy and a BA in Sociology and Public Policy from the University of California, Berkeley.
