The U.S. Environmental Protection Agency (EPA) established the National Estuary Program (NEP) as a core water program authorized by Section 320 of the Clean Water Act. The NEP’s mission is to protect and restore the water quality and ecological integrity of the 28 estuaries designated by the U.S. Congress as “Estuaries of National Significance.”
The Indian River Lagoon National Estuary Program (IRLNEP), is the leading organization that connects local, state, federal and community partners with a common goal to restore the IRL.

There is a Plan
National Estuary Programs are tasked with developing Comprehensive Conservation and Management Plans (CCMPs) for their watersheds. The IRLNEP CCMP is a 10-year, lagoon-wide management plan adopted in 2019. The Vital Signs wheel contains 32 Action Plans that guide improvements to lagoon health.
