Heat waves are expected to increase in frequency and magnitude with climate change. The first part of a study to produce projections of the effect of future climate change on heat-related mortality is presented. Separate cityspecific empirical statistical models that quantify significant relationships between summer daily maximum temperature (T max ) and daily heat-related deaths are constructed from historical data for six cities: Boston, Budapest, Dallas, Lisbon, London, and Sydney. 'Threshold temperatures' above which heat-related deaths begin to occur are identified. The results demonstrate significantly lower thresholds in 'cooler' cities exhibiting lower mean summer temperatures than in 'warmer' cities exhibiting higher mean summer temperatures. Analysis of individual 'heat waves' illustrates that a greater proportion of mortality is due to mortality displacement in cities with less sensitive temperaturemortality relationships than in those with more sensitive relationships, and that mortality displacement is no longer a feature more than 12 days after the end of the heat wave. Validation techniques through residual and correlation analyses of modelled and observed values and comparisons with other studies indicate that the observed temperature-mortality relationships are represented well by each of the models. The models can therefore be used with confidence to examine future heat-related deaths under various climate change scenarios for the respective cities (presented in Part 2).

Six land surface models and five global hydrological models participate in a model intercomparison project [Water Model Intercomparison Project (WaterMIP)], which for the first time compares simulation results of these different classes of models in a consistent way. In this paper, the simulation setup is described and aspects of the multimodel global terrestrial water balance are presented. All models were run at 0.58 spatial resolution for the global land areas for a 15-yr period (1985-99) using a newly developed global meteorological dataset. Simulated global terrestrial evapotranspiration, excluding Greenland and Antarctica, ranges from 415 to 586 mm yr 21 (from 60 000 to 85 000 km 3 yr 21 ), and simulated runoff ranges from 290 to 457 mm yr 21 (from 42 000 to 66 000 km 3 yr 21 ). Both the mean and median runoff fractions for the land surface models are lower than those of the global hydrological models, although the range is wider. Significant simulation differences between land surface and global hydrological models are found to be caused by the snow scheme employed. The physically based energy balance approach used by land surface models generally results in lower snow water equivalent values than the conceptual degreeday approach used by global hydrological models. Some differences in simulated runoff and evapotranspiration are explained by model parameterizations, although the processes included and parameterizations used are not distinct to either land surface models or global hydrological models. The results show that differences between models are a major source of uncertainty. Climate change impact studies thus need to use not only multiple climate models but also some other measure of uncertainty (e.g., multiple impact models).

The effects of the 2003 European heat wave have highlighted the need for society to prepare itself for and cope more effectively with heat waves. This is particularly important in the context of predicted climate change and the likelihood of more frequent extreme climate events; to date, heat as a natural hazard has been largely ignored.

In order to develop better coping strategies, this report explores the factors that shape the social impacts of heat waves, and sets out a programme of research to address the considerable knowledge gaps in this area.

Heat waves, or periods of anomalous warmth, do not affect everyone; it is the vulnerable individuals or sectors of society who will most experience their effects. The main factors of vulnerability are being elderly, living alone, having a pre-existing disease, being immobile or suffering from mental illness and being economically disadvantaged.  The synergistic effects of such factors may prove fatal for some.

Heat waves have discernible impacts on society including a rise in mortality, an increased strain on infrastructure (power, water and transport) and a possible rise in social disturbance. Wider impacts may include effects on the retail industry, ecosystem services and tourism.

Adapting to more frequent heat waves should include soft engineering options and, where possible, avoid the widespread use of air conditioning which could prove unsustainable in energy terms. Strategies for coping with heat include changing the way in which urban areas are developed or re-developed, and setting up heat watch warning systems based around weather and seasonal climate forecasting and intervention strategies.

Although heat waves have discernible effects on society, much remains unknown about their wider social impacts, diffuse health issues and how to manage them.

Uncertainties associated with the representation of various physical processes in global climate models (GCMs) mean that, when projections from GCMs are used in climate change impact studies, the uncertainty propagates through to the impact estimates. A complete treatment of this ‘climate model structural uncertainty’ is necessary so that decision-makers are presented with an uncertainty range around the impact estimates. This uncertainty is often underexplored owing to the human and computer processing time required to perform the numerous simulations. Here, we present a 189-member ensemble of global river runoff and water resource stress simulations that adequately address this uncertainty. Following several adaptations and modifications, the ensemble creation time has been reduced from 750 h on a typical single-processor personal computer to 9 h of high-throughput computing on the University of Reading Campus Grid. Here, we outline the changes that had to be made to the hydrological impacts model and to the Campus Grid, and present the main results. We show that, although there is considerable uncertainty in both the magnitude and the sign of regional runoff changes across different GCMs with climate change, there is much less uncertainty in runoff changes for regions that experience large runoff increases (e.g. the high northern latitudes and Central Asia) and large runoff decreases (e.g. the Mediterranean). Furthermore, there is consensus that the percentage of the global population at risk to water resource stress will increase with climate change.

This article presents a review of recent developments in studies assessing the global-scale impacts of climate change published since the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report (AR4). Literature covering six main impact sectors is reviewed: sea-level rise (SLR) and coastal impacts, ocean acidification, ecosystems and biodiversity, water resources and desertification, agriculture and food security, and human health. The review focuses on studies with a global perspective to climate change impacts assessment, although in the absence of global studies for some sectors or aspects of impacts, national and regional studies are cited. The review highlights three major emerging themes which are of importance for the policy- and decision-making process: (1) a movement towards probabilistic methods of impacts assessment and/or the consideration of climate modelling uncertainty; (2) a move towards assessing potential impacts that could be avoided under different climate change mitigation scenarios relative to a business-as-usual reference scenario; and (3) uncertainties that remain in understanding the relationship between climate and natural or human systems. Whether recent impact assessments show a changed risk of damage to human or natural systems since the AR4 depends upon the impact sector; whether the assessments are robust or not (i.e. will stand the test of time) requires additional expert judgement. However, using this judgement, overall we find an increased risk to natural systems, and in some components of human systems.

This report is based on information drawn from an Endnote library of over 1100 scientific papers that were assembled for this project. Together, this report and the Endnote library provide an annotated bibliography of our findings concerning 'water-dependant ecosystem services, the roles they play within desakota livelihood systems and their potential sensitivity to climate change'. In the following summary, numbers in bold parentheses refer to the sections of our report where items are explored in greater depth.

The majority of climate change impacts assessments account for climate change uncertainty by adopting the scenario-based approach. This typically involves assessing the impacts for a small number of emissions scenarios but neglecting the role of climate model physics uncertainty. Perturbed physics ensemble (PPE) climate simulations offer a unique opportunity to explore this uncertainty. Furthermore, PPEs mean it is now possible to make risk-based impacts estimates because they allow for a range of estimates to be presented to decision-makers, which spans the range of climate model physics uncertainty inherent from a given climate model and emissions scenario, due to uncertainty associated with the understanding of physical processes in the climate model. This is generally not possible with the scenario-based approach. Here, we present the first application of a PPE to estimate the impact of climate change on heat-related mortality. By using the estimated impacts of climate change on heat-related mortality in six cities, we demonstrate the benefits of quantifying climate model physics uncertainty in climate change impacts assessment over the more common scenario-based approach. We also show that the impacts are more sensitive to climate model physics uncertainty than they are to emissions scenario uncertainty. For the impact we consider here, whether the climate projections are taken from a global climate model or a regional climate model is shown to have only minor effect. The results demonstrate the importance of presenting model uncertainties in climate change impacts assessments if the impacts are to be placed within a climate risk management framework.

Many studies warn that climate change may undermine global food security. Much work on this topic focuses on modelling crop-weather interactions but these models do not generally account for the ways in which socio-economic factors influence how harvests are affected by weather. To address this gap, this paper uses a quantitative harvest vulnerability index based on annual soil moisture and grain production data as the dependent variable in a Linear Mixed Effects model with national scale socio-economic data as independent variables for the period 1990–2005. Results show that rice, wheat and maize production in middle income countries were especially vulnerable to droughts. By contrast, harvests in countries with higher investments in agriculture (e.g. higher amounts of fertilizer use) were less vulnerable to drought. In terms of differences between the world’s major grain crops, factors that made rice and wheat crops vulnerable to drought were quite consistent, while those of maize crops varied considerably depending on the type of region. This is likely due to the fact that maize is produced under very different conditions worldwide. One recommendation for reducing drought vulnerability risks is coordinated development and adaptation policies, including institutional support that enables farmers to take proactive action.

This article reviews the level of current scientific understanding regarding the impact of future change in the large-scale climate-earth system on ecosystem services. Impacts from sea level rise, ocean acidification, increases in ocean temperature, potential collapse of the thermohaline circulation; failure of the South Asia monsoon; the melting of sea ice, the Greenland Ice Sheet and the West Antarctic Ice Sheet; changes in water availability; and Amazonia forest dieback, are considered. The review highlights that while a number of uncertainties remain in understanding, there is evidence to suggest that climate change may have already affected some ecosystem services. Furthermore, there is considerable evidence to show that future climate change could have impacts on biodiversity, as well as secondary impacts on issues important to human society, including; habitability; land productivity and food security; water security; and potential economic impacts.
