Use the automatic installer. Or…

Download and unzip the the plugin zip file.
Upload the speakup-email-petitions-importer folder to your /wp-content/plugins/ directory
Activate SpeakUp! Email Petitions Importer through the “Plugins” menu in the WordPress admin.
