The current salary cap is $199,700 for grants, cooperative agreements, and research and development contracts, which corresponds to Executive Level I of the Federal Executive Pay scale. 2. Does the salary cap include consultants?

No. Consultants are paid at a “reasonable rate.” Reasonableness is based on the going rate for the locale, type of work, and what the organization normally pays for comparable work.
