China’s bilateral relations with Russia can be trac ed back to the Cold War period wherein various ups and downs were seen in the mutual partnership. On the other h and, branded as an all-weather friendship, Sino-Pak strategic and diplomatic bond has always seen significant gains. Since, both China and Russia are antagonists of the US existence in their immediate neighborhood and, hence, the rising Indo-US strategic partnership has compelled them t o get strongly knotted into an unbreakable bond. In this fashion, a paradigmatic shift in Russia-Pak relations was wi tnessed after the duo strategically came closer to each other. Indian foreign policy is focused largely on the promotion of economic interests, India’s graduation to the high level of international relations, and most consistently since its independence, on enhancing its security within its immediate South Asian neighbours. The Indian government has spoken a great deal about the primacy of greater economic cooperation with its South Asian neighbours, but on this front, results are meager and unconvincing, as are the achievements of the South Asian Association for Regional Cooperation (SAARC). That said India faces the challenges any regional hegemony does in engaging neighbours. India devotes its energy to working much more closely with its neighbours in pursuit of common development goals. In this regard, India is ready to walk the extra mile to create opportunities and to build virtuous cycles of prosperity in the region. The paper makes the analysis of the recent Supreme Court verdict pertaining to the Law on
Atrocities which has remained the bone of contention for some time now and which has erupted a
renewed debate and subsequent protests in India. The argument that this paper wants to make is
that the Judgment in Subhash Kashinath Mahajan Case which prompted the widespread criticism
as well as protest appears to be a misplaced application of the law and that it raises genuine
questions relating to the application of the Scheduled Caste and Scheduled Tribe Atrocities Act
and the judicial protection of these communities.

The Gandhian and the Ambedkarian perspective represent two divergent and opposite approaches o the issuc of the establishment of political order. They provide conceptual as well as moral philosophical foundations to the argument of what constitutes the ideal though workable political onder in ndia. Both are absolutely committed to the idea of democracy and therefore their approach to the question of State, Stateness and State as the collective repository of the collective sovereign power of its constituent element-the people. These hwo divergent and opposing perspectives are a critique to each other as well as enrich the argument at the deepest levels af the divergent perspectives on the ordering of the political society. Gandhi and Ambedkar provide more innovative tools of analysis of political arrangements and the application of conceptual categories. Both the perspectives are limited by the criticism of the other and provide an open ended framework of taking the argument further in a contextualized condition.
