This article deliberates the achievements and trends relevant to environmental sustainability-Eco... more This article deliberates the achievements and trends relevant to environmental sustainability-Ecological Footprint (EF) and the Environmental Performance Index (EPI)-and Quality of Life Index (QLI) in 15 republics of the former USSR over the past 25 years, which have been in constant flux globally. This comparative research additionally includes nine nearby European and four Asian countries. Studies have shown that the environmental sustainability and quality of life of these countries depend on various macroeconomic, values-based, human development and well-being factors. The aggregations of analyzed data from the framework of variables were from World Bank, Country Economy and other databases, which this article details. The method applied is the Degree of Project Utility and Investment Value Assessments (INVAR). The INVAR method provided new opportunities for performing the multicriteria analysis on environmental sustainability and the quality of life. Over the course of the research, there were strong correlations established between the EPI, EF and QLI indicators on one side and the macroeconomic, values-based, human development and well-being factors from the other side.

Business owners are trying to enhance company value by developing growth strategies. Besides, the... more Business owners are trying to enhance company value by developing growth strategies. Besides, they need to know what supports and drives the attractiveness to potential investors. Previously to determine company value, only financial drivers were used. These are essential drivers; however, even they do not reflect the overall situation. This paper proposes a novel approach for the solution of the problem of business valuation by taking into account both financial and non-financial drivers and by using several MCDM (multiple criteria decision making) methods simultaneously both for establishing weights and for the evaluation itself. World-leading road freight transport companies were selected for a case study. MCDM methods were used for determining the weights of the drivers and comparing the listed companies. Key drivers were identified, and the ranking of companies is provided.

The solution of the problem is to determine the best alternative from several available ones, or ranking of alternatives in accordance with the chosen pursued objective. Nevertheless, often a set of alternatives to choose from is not available, and a single object must be evaluated. This could be a unique technology, innovation, or investment project, enterprise. The aim of this paper is to apply principles, ideas, and philosophy of multiple criteria methods, and to propose evaluation methods for evaluation of a single object.

Besides this crucial hypothesis many other related with financial liberalisation hypotheses are being tested. Financial liberalisation is an integral part of globalisation. Quantitative gauging of the level of globalisation creates opportunities for more precise identification of causes of prominence or lagging of the home country or any other country in question in comparison with its peers, and creates possibilities to analyse if the country is fully realising its economic potential. Analysis of criteria and their categories, which reflect the level of financial globalisation, is a compulsory step for any quantitative evaluation. The purpose of the study is to reveal importance of accurate evaluation of the level of financial globalisation for allowing further important research to be carried out on such prime economic processes as economic growth, corruption; income inequality; politics; financial stability; prudential policy, to provide a brief overview of the variety of existing approaches available in the literature, which attempt to quantitatively evaluate the level of financial globalisation.

The reason for using weights is difference of importance of criteria in terms of the objective of evaluation. In the paper different subjective methods of estimation of weights of criteria are discussed, objective and cumulative weights are covered as well.

The idea of the methods is to comprise values ofcriteria characterising each object into a single non-dimensional cumulative criterion, which reflects attractiveness or position of the object in view of an objective chosen. Normalisation of weights is a compulsory procedure whenever criteria of different dimensions are present. There several methods of normalisation available. Nevertheless, each method may introduce distortions into transformed data. The paper is devoted to exploration of problems related to such distortions and reveals particular cases.

They participate in all stages of evaluation: casting a set of criteria, which should describe an evaluated process or an alternative; estimating level of importance of each criterion; estimating values of some criteria and sub-criteria. Social and economic processes are prone to laws of statistics,which are described and could be forecasted using the theory of probability. Weights of criteria, which reveal levels of their importance, could rarely be estimated with the absolute level of precision. Uncertainty of evaluation is characterised by a probability distribution. Stakeholder participation in the process of agricultural policy-making is a way to express public... more Stakeholder participation in the process of agricultural policy-making is a way to express public interest and thus to better ensure sustainability of the sector as well as of a country. In agriculture, variety of stakeholders and their organizations is huge, and their power and ability to protect common interests are uneven. Studies on interest management note that contradictions between interest-based actors could be solved most effectively through their collaboration. Thus, the article aims to identify key capacities of agricultural organizations to fulfil their members' interests at the level of agricultural policy. With this aim, interviews with the leaders of agricultural NGOs were carried out. Opinions of experts were elicited using the 10-point Likert scale. The LiT method of grades' transformation given in the Likert scale to weights was proposed and used. The resulting weights revealed the significance of each question. As the result, shared resources, stakeholders' motivation and commitment, teamwork and synergy between intersectorial actors was found as the main collaborative capacities while influence-making, and the ability to act according to regulations and procedures has been estimated as a highly important participative capacity for agricultural NGOs.

For that purpose, 8, 10, 12, 14, 16 mm diameter steel screws and various parts made of aluminum (Al), steel (Stl), bronze (Brz), cast iron (CI), copper (Cu) and brass (Br) are considered. Multiple criteria decision making (MCDM) methods such as evaluation based on distance from average solution (EDAS), simple additive weighting (SAW), technique for order of preference by similarity to ideal solution (TOPSIS) and complex proportional assessment (COPRAS) are utilized to assess reliability of screw joints also considering cost issues. The entropy, criterion impact loss (CILOS) and integrated determination of objective criteria weights (IDOCRIW) methods are utilized to assess weights of decision criteria and find the best design alternative. Numerical results confirm the validity of the proposed approach.

The shift in the tax competition can be noted after new countries have joined the EU. Both positive and negative effects of tax competitiveness are discussed in the paper and the question of trade-off between the strong tax competitiveness of a country and magnitude of its tax revenue is raised. Evaluation of chosen countries using multiple criteria decision aid methods (MCDA) shed more light on the opposition of two groups of countries, the old and new members of the EU, provided more details on the both the present state and dynamics of tax competitiveness in the. The evaluation methodology can be successfully used for monitoring the current state of tax competitiveness of each member country. This paper investigates tax competitiveness among the EU member countries. The tax competition of... more This paper investigates tax competitiveness among the EU member countries. The tax competition of countries causes both positive and negative effects on macroeconomic processes such as the effectiveness of government spending, the rationality of supply of externalities, and the length and amplitudes of business cycles. A considerable reduction of corporate tax in the EU is related to increased tax competition after new members entered the EU. Multiple criteria methods were chosen for the quantitative evaluation of EU countries from different regions of the EU. Criteria of evaluation were chosen and structured into a hierarchy. The convergence process of the new members of the EU is reinforced with the increasing tax competitiveness of such countries. Results of the multiple criteria evaluation revealed both the factors that increased the tax competitiveness of new members of the EU, and outlined the factors that hampered such competition.

Therefore, the paper is aimed at providing a methodology for selecting the optimal scenario for urban brownfields regarding criteria for urban development and focuses on three possible scenarios representing sustainable urban development in the city. Brownfield land is one of the least exploited resources for urban development in a number of East... more Brownfield land is one of the least exploited resources for urban development in a number of Eastern European countries. Establishing a rational strategy for redeveloping brownfields is an unambiguously complex task that requires considering a number of different economic, social, physical and environmental factors. The strategic decision-making has a long term impact on the quality of life, ecological balance and urban structure. Therefore, the paper is aimed at developing a comprehensive set of criteria that contribute to the redevelopment of brownfield land in urban areas. It focuses on six main development strategies that embrace creating residential, green, commercial, recreational activity and industrial areas or leaving land as a reserve. Geographic information system (GIS) tools are employed to collect the spatial information, obtain the initial set of criteria and derive the statistical data. Expert's evaluations along with a statistical method of gauging the level of concordance of their opinion combined with Delphi method are used for determining significance of criteria within economic, social, physical (urbanistic) and environmental criteria groups. This study establishes the most significant criteria for implementing different scenarios of the brownfield land redevelopment in Vilnius, Lithuania. Developed framework will support the decision-making process in the brownfield land redevelopment aiding a sustainable urban planning.

Later the scope of investigation widened and now along with growth topic includes influence of the type of financial system on financial stability, culture, juridical system of a country. Fostering financial stability is a complex process, which scope is wider than applying solely monetary and fiscal policies in a country. In this respect particular attention should be paid to financial stability of monetary financial institutions, as well as reputation and competence of their management. Type of financial system, namely bank-based and market-based, determines major financial institutions, stability of which is crucial for a country's financial system. Type of country's financial system must be determined to equip financial supervisors with more efficient decision-making tools. Quantitative criteria of the type of financial system is proposed in this paper. Type of Lithuanian financial system is determined based on proposed criteria and on comparative analysis with developed countries, which have established types of financial system.

Influence of tax policy of the state and its regions is vital for country’s economy; it is the ma... more Influence of tax policy of the state and its regions is vital for country’s economy; it is the major source of allocation of expenditure obligations of tax capacity on the sub-federal level. The purpose of this research is to estimate the predictive tax capacity of regions (TCR) and to create a comparative evaluation of regions on the basis of criteria, which are influencing the tax capacity using different methods of evaluation: multiple criteria decision-making (MCDM) and econometric methods. Criteria, which are having the greatest influence on the TCR, were identified on the basis of empirical data both using regression analysis and expert estimates. The objective, subjective, and cumulative weights have been calculated, the degree of concordance of expert opinions was gauged. The comparative evaluation of the TCR in four regions of Russia in 2000–2012 was performed on the basis of MCDM methods.

International practice applies several urban indicators for sustainable cities (Monocle's Quality... more International practice applies several urban indicators for sustainable cities (Monocle's Quality of Life Survey, Quality of Life Index (QLI), Indicators for Sustainability, European Green City Index, City Blueprint and others). These urban indicators can serve in performing integrated monitoring, assessing and recommending objectives sought by cities by different quantitative and qualitative aspects. Some of these tools can be applied to assessing a city's quality of life. One of the goals of this article is to compare several alternative methods for assessing a city's quality of life and their accuracies. A comparison was performed of the QLI and INVAR methods while conducting an analysis of comparable data from the 2012-2016 surveys on the Quality of Life in European Cities. Upon establishing the rankings of European cities by their quality of life with the assistance of the QLI and INVAR methods, an estimation of correspondence of results obtained by both methods and sensitivity analysis were performed based on a quantitative tool proposed in this paper. The obtained values of such criteria revealed a good level of congruity between the ranks obtained by employing both methods. The sensitivity analysis indicated that the results yielded by both the QLI and INVAR methods for rating the quality of life in European cities per the ever-fluctuating 2012-2016 data were similar. In other words, there was little difference between these methods for city ranking. This research also provides the INVAR method and its abilities to supplement the QLI with new functions: quantitative recommendations for cities under analysis by the indicators under analysis, optimization of indicators with consideration of indicators achieved in the quality of life area, and establishment of the values of the indicators under analysis permitting the city under analysis to raise its rating to the desired level.
