In Design Handbook, few links are getting redirect to dropbox 404.

@melchoyce Could you take a look? Should those files perhaps be on GitHub instead of Dropbox?

We don't need to host files elsewhere. You can upload them in the normal WordPress Media area of ​https://make.wordpress.org/design/ and just link to them there. It'll work, and the files won't disappear from using external hosting.
