System user comments prevent automatic deletion of empty threads

When a comment thread has all of its comments deleted, the system automatically also deletes the thread, so that there is not an empty thread left over. However, if the thread has been renamed, there is a comment from the System user to say what the thread was renamed from and to, and by whom. Since the user deleting their own comments cannot delete the comment from the System user, this prevents the thread from being deleted, leaving a redundant thread that contains nothing except the renaming comment.

At present the only solution is to flag the comment from the System user, asking a moderator to delete the thread. Is this a case that could be detected automatically? For example, a thread could be automatically deleted if the only remaining undeleted comments are from the System user.
