"Tags cache can't be blank" pretty much means the same thing as "Post must have at least one tag" — it's a validation error that we have little control over outside of filtering it out on the fly.

Tags cache is an old part (nearly half a decade old, in fact) of the engine that we intend to deprecate in due time — you can simply ignore it for the time being.

The error should only appear when a post is submitted without any tags present, so if you notice the error in any other context, please do report it as that's likely to be a bug.
