However, little evidence exists concerning NGOs' capacity-building needs. We sought to understand organizational and network factors that explain capacity-building needs. Using an online survey of 282 NGOs in Ghana, Kenya, and Nigeria, we found high levels of capacity-building need, particularly concerning resource development. Using multivariate analyses, we found greater staff size predicted less overall capacity-building need based on a 15-item index (α = .88). Examining individual capacities, receiving at least half of funding from international sources and prior capacity-building assistance were consistent predictors of lower odds of capacity-building need.

Most respondents were executive directors (68%) and most represented domestic NGOs (75%). NGOs had a wide range of missions including HIV prevention and treatment, youth employment, human rights, and agribusiness. Out of 15 recommended managerial and governance practices, NGOs followed an average of 12. The most frequent urgent capacity-building needs were fundraising and grantwriting. Financial challenges were common. Only 36% of NGOs said funders offer general operating support, only 6% had adequate funds in reserve, and 80% said they had to cut back services recently due to a lack of funding.

Yet NGOs – especially those that are founded in the countries that they serve (domestic NGOs) – often struggle to secure the resources they need to operate effectively and efficiently.
This report is organized as follows. First, we provide a description of the study sample and methodology. Second, we present findings concerning management and governance practices, capacity building experiences and needs, and financial and other challenges of NGOs. We hope that an enhanced understanding of these issues will make donor agencies, foundations, individual donors, community leaders, and policy makers more aware of the support NGOs need.
