Pi was not 'made'. Pi was a quantity which mathematicians discovered. By experimenting, they found that there was a very special RELATIONSHIP between the Diameter of every circle, and it's perimeter, or Circumference. They found that the Circumference is ALWAYS exactly 3.14159 times the size of the Diameter of the circles. They decided hundreds of years ago, to call this special quantity 'Pi' , which is a Greek letter. Much later, the mathematicians used a special type of mathematics, called 'calculus' to find out the very, very, precise value of 'Pi'. For most purposes , it is good enough to use the quantity 3.142 and still get a fairly accurate answer.

pi = circumference/diameter
Archimedes made pi more precise
pi was not made - it is not a human artefact. The ratio of the circumference of a circle to its diameter exists independent of human existence.
Pi Day, celebrated on 14 March every year, was made official in 2009. See the related weblink.
