
Saipol Bari Abd Karim
Sr Dr. Saipol Bari Abd Karim is a Professional Quantity Surveyor (PQS), registered with the Board of Quantity Surveyors Malaysia (BQSM). A senior lecturer in construction economics and project management at the Department of Quantity Surveying, Faculty of Built Environment, Sr Dr. Saipol developed his research interests in the area of project management and value management. Currently he is the Programme Coordinator for Master of Project Management, a leading, multi discipline and cross-sectoral programme in project management in Malaysia. He is also an alumni of UM, the pioneer batch of Bachelor of Quantity Surveying graduates. He pursued his post-graduate studies at the University of Manchester where he obtained his MSc in Management of Project from the School of Mechanical, Aerospace and Civil Engineering (MACE) and a PhD from Manchester Business School (MBS).
Prior to joining UM in 2005, his professional experiences started in 1999 with Gamuda Berhad as QS and was directly involved in the Western Kuala Lumpur Traffic Dispersal Scheme project or known as SPRINT highway. He later joined MCM Associates in 2001 as QS, responsible for several private and public projects including the prestigious Four Seasons Resort Langkawi and the new UiTM campus in Puncak Alam, Selangor. In 2003, he moved to Dialog Group Berhad and was involved in various upstream and downstream projects, from tendering to implementation related to the catalyst handling and plant services both locally and internationally. He was responsible to manage contracts to many clients such as Petronas, Shell, ExxonMobil, BP, Malaysian Oxygen, MLNG, Halliburton, Pertamina (Indonesia), and Conoco Phillips. While in the UK, in 2010, he was called by BDAS, a building dispute and adjudication services consultancy firm to assist its client on the loss and expense claims, extension of time evaluation, as well as progress claims works for hospital projects located in the Northwest of UK.
He is actively involved with the Institute of Value Management Malaysia (IVMM) since 2001 promoting and educating the public at large on VM and was elected as Fellow of IVMM in 2017. He has served as Council Member for six terms and currently the Education Development Director of the institute. Besides that, he is also an active member with the Royal Institution of Surveyors Malaysia (RISM), serving the Building Cost Information Center (BCIC) and the Education and Accreditation Board (AEB). Additionally, he is also actively serving BQSM for its 'Programme for QS Registration Scheme' or PQRS since 2015 as a member of the Promotion Sub-Committee. Recently, he has been appointed as Executive Council member of the Association of Construction Project Managers (ACPM) and a committee member appointed by the Construction Industry Development Board (CIDB) to revise the Construction Industry Standard for national housing.
Sr Dr. Saipol has been frequently invited to deliver talks, seminars and trainings organized by CIDB, Public Works Department (PWD), Contractor and Entrepreneur Development Division (BPKU) of the Ministry of Works, Malaysia, Authority for Building Control and Construction Industry (ABCI) of Brunei Darussalam and several NGOs and private organisations.

Design/methodology/approach – Semi-structured interviews were conducted with project governance experts and analyzed the data using thematic analysis. Subsequently, based on the stratified ontology of critical realism, retroductive theoretical triangulation was employed to explain the themes identified using five emergent theoretical perspectives.
Findings – By integrating the themes extracted from the data with the emergent theoretical perspectives, a framework was developed outlining the general process through which practitioners make sense of the concept of project governance, formulate an appropriate project governance system for their respective organizations and manage its evolution over time. Furthermore, a holistic approach to project governance was proposed that spans the entire investment life cycle of projects and enables the implementation of strategy through projects.
Practical implications – This study attempts to make sense of the diverse interpretations of the concept of project governance adopted by practitioners. It further summarizes valuable insights from expert practitioners for formulating and enacting effective project governance systems.
Originality/value – This study contributes to the governance-as-practice perspective and the growing stream of literature that views projects as investments. The project governance system is positioned as the steward of an organization’s investments in projects.
