The purpose of the work is to consider the theoretical applied foundations of the use of alternative sources of energy in Ukraine and the world, the study of the theoretical bases, and specificity of the use of existing alternative energy sources in the context of globalization, the world practice of the use of alternative sources of energy; lighted up the features of the use of alternative energy sources in Ukraine in modern conditions. A special attention is focused on the analysis of energy efficiency of Ukrainian regions and its determinants, and investigated the general trend regarding the situation in the oil market and investment in renewable energy. Methodology The study is based on the indicators of renewable energy and energy efficiency of the regions of Ukraine in 2015 and the inclusion of indicators of the average oil price, investment in renewable energy sources, the rate of growth of prices, growth rates of investments in 2004-2016. In general, in mainland Ukraine, there are several dozens of solar power plants capacity from 1 to 15 MW, and more than a dozen SES have a capacity from 20 to 120 MW (some under construction). Thanks to a special "green tariff", which is valid since 2011, solar energy has become a lucrative business that has attracted foreign investors. According to statistics, the volume of commissioning of new solar power plants in 2013 almost doubled compared to 2012. Results. It is determined that an important element of policy implementation in the field of energy saving and use of alternative sources is the introduction of financial, organizational and economic activities that give the opportunity to implement principles of sustainable development in public administration, and in terms of decentralization-by local governments. In the management, the determining are such policies in the field of energy efficiency as: pricing mechanisms; mechanisms of regulation and control; financial measures and fiscal incentives; mechanisms of development and transformation of the market; technological development; business development and capacity building (creation of energy service companies (ESCOs); the curriculum; the development of industry of energy efficiency); financial recovery.

Sphere of scientific interests: global institutionalization of services, international tourism, regulation of the development of world markets for food and non-food products; innovation-investment potential, regional policy of cross-border cooperation, tourist-recreational potential of the cross-border region.

The article identifies the impact of sources of funding for innovation in the country on economic growth through economic and mathematical modeling and construction of regression equations between GDP and funding for innovation and research costs with the construction of a multifactor regression equation. As a result of regression analysis, it was found that the most significant impact on the resulting indicator have such variables as capital investment from state and local budgets and research and development costs. Using the method of extrapolation, GDP growth was forecast for 4 years, and it was found that capital investment from own funds of enterprises and organizations will grow by 24,08%, capital investment from state and local budgets by 28,42%, research costs and development by 22,76% for the analyzed period.Subject to compliance with the projected values of the financial determinants of the innovative component of increasing the country's competitiveness, the volume of estimated GDP in actual prices for the forecast period will increase by 936039,011 million UAH or 23,26%. The reasons for the low level of the state of the innovation sphere in the domestic economy are outlined: underdevelopment of the market of innovative products due to low indicators of development of integration processes in it; weakness of relations that determine the innovative nature of economic development; low motivation of the industrial sector in innovative development; the supply of technological innovations created by national industrial companies and research institutions in the domestic market is limited; high cost of development and implementation, high interest rates on the investment portfolio, a long payback period, the focus of financial institutions on the issuance of «short loans», usually consumer loans for technological renewal of industrial sectors. The article examines the evolution of the term “terrorism”, analyzes the features of the modern stage of terrorism and assesses the profits of modern terrorist organizations. Authors studied the process of terrorism like the one that is becoming a lever of world politics at the present stage of human development. The publication substantiates the complexity of the influence of the functioning of international terrorist organizations on the social, political and economic situation of individual countries and the system of international relations in general. The trends of activity of international terrorist organizations are highlighted. The ways of hampering the terrorist threat are justified and proposed in the article.

Анотація. Метою статті є моніторинг зарубіжного досвіду комерціалізації інновацій та активізації інтеграційних процесів у інноваційній сфері. Для виконання окресленої мети у процесі дослідження використано методи формалізації, аналогій, аналізу, порівняння. Інформаційною базою дослідження є матеріали Європейської комісії, матеріали монографій, наукових статей вітчизняних і зарубіжних вчених, аналітичних оглядів. Проведено систематизацію праць вітчизняних та зарубіжних вчених з метою наведення комплексного трактування інновації в сучасних умовах господарювання. Проаналізовано рейтинг країн світу за Глобальним індексом інновацій у 2015-2021 рр. (ТОП-20 та Україна). Досліджено спектр практичних засобів та інструментів задля забезпечення інноваційного розвитку та підвищення рівня комерціалізації інновацій, що застосовують країни світового економічного простору. Оцінивши передовий досвід активізації інноваційної діяльності зроблено висновок про те, що першочерговим завданням, яке вирішують країни-інноваційні лідери є побудова інноваційного ланцюга від генерації ідеї до її реалізації в підприємницькому середовищі. У статті здійснено узагальнення зарубіжного інтеграційного досвіду фінансового, організаційного і нормативно-правового забезпечення комерціалізації інновацій, а також окреслено заходи даного спрямування, що можуть бути адаптовані для впровадження у вітчизняну інноваційну практику. Науковою новизною отриманих результатів є обґрунтування прямого впливу комерціалізації інновацій на конкурентоспроможність країни, уточнено трактування дефініції «інновації» акцентуванням на необхідності їх постійності та безперервності продукування, а також на оптимальності інноваційно-управлінської інфраструктури на мікро-, макро-, мезо-та мегарівнях. Виокремлено із передового зарубіжного досвіду країнінноваційних лідерів заходи підвищення рівня комерціалізації інновацій для інтегрованих структур (наука, держава, бізнес), що сприятимуть підвищенню ефективності усього ланцюга створення інноваційного продукту у вітчизняній практиці. Одержані результати дослідження можуть бути використані при формуванні заходів інноваційної політики щодо формування стратегічних напрямів підвищення рівня комерціалізації інновацій. The article describes the dynamics of Ukraine’s position in the Global Innovation Index for 2015—2019. It is revealed that the domestic economy has a high educational and scientific potential, is able to produce various innovations in the form of ideas, scientific developments, patents; the bottlenecks of Ukraine in the state of innovative development are the state of cluster development, the share of foreign direct investment in GDP, the online service of the government, the use of information and communication technologies, the availability of joint agreements on strategic alliances, the state of domestic lending to the private sector, the export of goods of the creative economy, the volume of microfinance loans, the presence of firms offering formal training, the state of cooperation between universities and production, agreements with venture capital. The purpose of the article is to substantiate the impact of labor migration of citizens abroad on the international competitiveness of the country, as well as to outline the conceptual imperatives of optimizing the flows of labor migration from Ukraine to preserve the human capital of the country.
