ok, 2 possibilites: either the comet's energy messes with electronics (could explain why Laika's goggles glitched out when she met Mars back in Ch1), or the comet generated some kind of an EMP effect when it first came to earth. Either way, most tech probably doesn't work anymore, outside of older analog systems perhaps?

I’m not all that well versed in tech so I don’t know what you mean by analog systems. There are some forms of tech still functioning, like Laika and Roadboy’s motorcycles/vespas/whatever, renewable energy generators, radio, etc. I guess those all count as analog.
