In Asia and the Pacific more people are affected by floods, droughts, and storms than in any othe... more In Asia and the Pacific more people are affected by floods, droughts, and storms than in any other part of the world. This problem is set to get worse as the impact of climate change becomes more pronounced and extreme weather events become more frequent. To try and assess how best to help people respond to this challenge, this study looks at how households in a range of Southeast Asian countries have adapted and responded to extreme climate events. It also assesses the factors that influence their behaviour. This study finds that most households rely on reactive measures (such as evacuating their homes), while richer households use more proactive measures (such as building dykes) to respond to storms, floods and other extreme weather events. As proactive adaptation measures are generally more effective at reducing the damage caused by extreme climate events, especially in the longer term, there is a need to promote such measures. The government has recently implemented pilot projects on Payment for Forest Ecosystem Services (PFES), the first of its kind in Southeast Asia. Research on farmers’ behaviour, a main provider of forest ecosystem services, can contribute to the development of a more cost-effective and higher rate of participation in the process of up-scaling the PFES to a national level. TCs incurred by households are considered to be an obstacle to the participation in and efficiency of PES policies. This study aims to understand transactions related to previous forest plantation programmes and to estimate the actual TCs incurred by farmers who participated in these programmes in a mountainous area of northwestern Vietnam. In addition, this study examines determinants of households’ TCs to test the hypothesis of whether the amount of TCs varies according to household characteristics. Results show that average TCs are not likely to be a constraint for participation since they are about 200,000 VND (USD 10) per household per contract, which is equivalent to one person’s average earnings for about two days of labour. Reducing vulnerability to climate change impacts may be viewed either in terms of risk reduction or improvement in adaptive capacity, or both. At the community and household levels, lessening the risk of climate change might be impossible in some instances. Therefore, reducing vulnerability can be done only by enhancing the adaptive capacity of the affected households and communities. In Thailand, flooding is a major climate change impact. This study, carried out in Thailand, set out to determine the indicators of adaptive capacity and measure the adaptation gaps between past adaptation measures and alternative adaptation possibilities. The ‘soft politics’ and market‐led integration in East Asia set against a background of political tensions and rivalries in key relationships in the region. The paper measures trade and investment performance in the world economy. This allows comparison of bilateral and regional trade and investment flows. A measure of the effect of political distance on both trade and investment flows is also defined. The growth of China‐Japan trade and investment, despite political distance between the two countries is discussed to highlight and elaborate on key findings. The analysis leads to five conclusions.
