Social information retrieval systems, such as recommender systems, would benefit from sharable an... more Social information retrieval systems, such as recommender systems, would benefit from sharable and reusable evaluations of online resources. For example, in distributed repositories with rich collections of learning resources, users may benefit from evaluations (ratings, reviews, annotations, etc.) that previous users have provided. Moreover, sharing evaluations could help attain the critical mass of data required for social information retrieval systems to be effective and efficient. This kind of interoperability requires a common data model that could be used to describe in a reusable manner which evaluation approach has been applied, as well as the results of that evaluation. In this chapter, we discuss this need, focusing on the rationale for a data model that can be used to facilitate the representation, management and reuse of evaluation results of learning resources in an interoperable manner. Teacher networks, i.e. communities to share and co-construct professional knowledge, are touted t... more Teacher networks, i.e. communities to share and co-construct professional knowledge, are touted to be important for teachers' continuous professional development. Especially social networks and online communities can offer opportunities anywhere, anytime and at a relatively low cost as compared to on-site training. In this paper we present a concept for comparing a set of teachers' digital competence frameworks at international and national level with a specific focus on indicators for participation and activities in teacher networks. Furthermore, using data from Survey of Schools: ICT in education we present national differences regarding participation in teacher networks and reflect it through some national programmes focusing on teachers' digital competence building. The final aim of the paper is to reflect how teachers' participation and activities in teacher networks could better be studied as part of digital competence with a final aim to support the European level policy actions as outlined in the newly launched Communication on Opening Up Education by the European Union.

The potential benefits of OER have led many European governments to implement policies supporting... more The potential benefits of OER have led many European governments to implement policies supporting their creation and use. This chapter aims to put these OER policies in context, discussing their focus and scope and highlighting challenges and bottlenecks. On the basis of the analysis of the current state of the art, it is argued that one of main barriers to reaping the benefits of OER is fragmentation combined with a lack of clear and uniform legal frameworks. The recent European "Opening up Education" initiative is presented as a way to overcome these barriers by creating synergies and joining efforts across Europe.

The focus of this paper is to investigate how eTwinning and national and local teachers' professi... more The focus of this paper is to investigate how eTwinning and national and local teachers' professional development schemes interact. eTwinning is the community for schools in Europe that promotes teacher and school collaboration through the use of Information and Communication Technologies (ICT) under the European Union's Lifelong Learning Programme. Currently, over 130'000 teachers in Europe participate in eTwinning. A case study on three countries shows that, taking into account the existing educational framework conditions in each country, there is a variety of interactions between the two separate schemes. First, this case study shows that for teachers who participate in the eTwinning action, it offers a high potential for up-skilling in areas such as the use of ICT to support teaching and learning, teachers' language learning and project management skills, as well as other areas of personal development. eTwinning, however, is not a trigger for professional development, but an added value. Therefore, this case study suggests that giving eTwinning a more prominent and official status among national teachers' professional development activities could greatly enhance both formal and informal teachers' professional development schemes in the countries that participate in the eTwinning action.

Adult learning and open education have become key elements on the European Agenda. This paper pre... more Adult learning and open education have become key elements on the European Agenda. This paper presents the first results of a foresight activity that aims to contribute to an understanding of how 'Opening up Education' can improve adult learning in Europe in the future. It argues that to open up adult learning two main challenges must be overcome: the extent to which learners need guidance and, depending on the learning goals, the extent to which learners need recognition and certification. On the basis of these challenges, four non-exclusive scenarios are presented, illustrating different versions and contexts for open adult learning. The main conclusion of the paper is that in order to enhance the quality of adult learning and to avoid the risk of social exclusion, policy-makers need to develop a framework that allows learners to flexibly move between different learning scenarios. Learners also need to acquire 'Open Education Competences'. Finally, a roadmap is presented outlining how this future vision could be implemented.
