W strukturach politycznych i gospodarczych Chińskiej Republiki Ludowej zjazd Komunistycznej Parti... more W strukturach politycznych i gospodarczych Chińskiej Republiki Ludowej zjazd Komunistycznej Partii Chin pełni istotną rolę z uwagi na kreowanie ideologicznego wymiaru zarządzania państwem oraz programowania rozwoju gospodarczego. Odpowiada także za kształtowanie się układu politycznego w kierowniczych gremiach partyjno-państwowych na kolejne pięć lat. Pierwszy Zjazd KPCh odbył się w dniach 23-31 lipca 1921 r. w Szanghaju i przeszedł do historii jako zjazd założycielski. W latach 20. XX wieku w Chinach funkcjonowały de facto dwie siły polityczne: Partia Narodowa i KPCh. Z czasem rozdźwięk między liderami-Czang Kaj-szekiem i Mao Zedongiem-doprowadził do rozłamu i wojny domowej. Po powstaniu ChRL w 1949 r. zjazdy odbywały się nieregularnie i dopiero dojście do władzy Deng Xiaopinga spowodowało przyjęcie cyklicznej pięcioletniej formuły. XX Zjazd Komunistycznej Partii Chin (KPCh), przypadający na październik 2022 r. jest zjazdem o istotnym znaczeniu dla przyszłości ChRL. Xi Jinping ma wyraźne ambicje na przedłużenie swojej kadencji na stanowisku sekretarza generalnego partii, mimo że w tym roku mija dekada jego rządów i pierwotnie oczekiwano, że zgodnie z zasadą "piastowania urzędu do 70. roku życia" odejdzie. Oprócz tego toczy się istotna debata o kierunku rozwoju Chin, który może być oparty na częściowej samoizolacji opartej na gospodarce podwójnego obiegu albo na kontynuacji dotychczasowego kursu reform i otwarcia (Mierzejewski 2022). W tym kontekście raport odpowiada na trzy podstawowe pytania: 1) w jaki sposób są definiowane sprzeczności-czyli podstawowe zagadnienie dla chińskiej partii komunistycznej? 2) jak i w jakiej formie wpływa to na kształtowanie kampanii mobilizacji społecznej? 3) jak przebiega zmiana i dobór nowych kadr, czyli zaplecza politycznego przewodniczącego Xi Jinpinga? Pierwsze zagadnienie omówione jest na podstawie analizy ilościowej wyszczególnionych kategorii w referatach partyjnych od 1992 r. oraz poprzez wskazanie głównych argumentów dotyczących zarządzania sprzecznościami przez Jiang Zemina, Hu Jintao i Xi Jinpinga. Drugie zagadnienie opisuje działania administracji Xi Jinpinga w aspekcie kampanii "wspólnego dobrobytu", która wymogła na bogatych przedsiębiorcach charytatywność. Trzecia analiza została poświęcona układowi personalnemu w kierowniczych gremiach partii ze szczególnym uwzględnieniem zaplecza politycznego Xi Jinpinga.

Author shows the share of former affiliates of Central Committees CCYL in the 19th Central Committee of Communist Party of China (CC CPC) and compares with data from previous CCs. Analysis points out an insignificant correlation between engagement in CCYL and promotion into the CPC structures which shows the importance of the official youth organization of the CPC in the process of selecting the most powerful cadres of the party is overrated.

The Belt and Road Initiative (BRI) is the prime instrument used by China to shape regional and gl... more The Belt and Road Initiative (BRI) is the prime instrument used by China to shape regional and global interstate cooperation. With dozens of participants and growing scope, it is becoming one of the most discussed phenomena in international relations. However, there are many local factors which can stall the development of the initiative. The aim of this paper was to identify and characterize potential security challenges toward the BRI in South Asia. Ethnic tensions in Myanmar, territorial disputes between Beijing and its neighbours and instability in Afghanistan and Pakistan are among many threats to the Chinese initiative. The case analysis of those examples shows that although those challenges are not new or unique to the BRI, reducing them is vital to further expansion of the initiative. The analysis identifies India as the indispensable partner of China, without whom it may be impossible to develop the BRI in the region. Results of the study suggest that the fulfilment of China’s own policy goals depend on a major reconstruction of Beijing's relations with New Delhi.

The prime examples are Hu Yaobang and Hu Jintao. Both became General Secretary of the CPC. Another example is Li Keqiang, Premier of the State Council since 2013. However, are all First Secretaries of the League fated to become national leaders? The aim of this essay is to explore the relationship between holding the office of First Secretary of the CYL and subsequent political advancement. The study was mostly exploratory and interpretative. It used a qualitative case study approach to investigate the career patterns of all First Secretaries of the CYL since 1978. The data for the study was derived from official sources. The analysis revealed that former leaders of the CYL play important role in Chinese politics. However, since 2012 their career does not seem to be as promising as before.

W niewielu regionach świata ta transformacja jest równie widoczna jak na Bliskim Wschodzie. W XXI wieku zaangażowanie Chin na tym obszarze rosło dynamicznie się z powodu trzech procesów: rozwoju chińskiej gospodarki, rosnących ambicji mocarstwowych Pekinu oraz zwiększenia się niestabilności regionu po wybuchu Arabskiej Wiosny Ludów. Wynikające z tego cele strategiczne obejmują pozyskiwanie surowców naturalnych, promowanie własnych inicjatywach międzynarodowych wśród państw regionu i próbę rozwiązania lokalnych problemów bezpieczeństwa. Wrastające zaangażowanie rodzi jednak dylematy, z którymi Chiny się wcześniej nie stykały. Najważniejszym z nich jest zachowanie neutralności w sytuacji konfliktu pomiędzy różnymi partnerami.
Since 2013 “One Belt, One Road” (OBOR, also “Belt and Road Initiative”) has been one of the most ... more Since 2013 “One Belt, One Road” (OBOR, also “Belt and Road Initiative”) has been one of the most commonly used terms in public discourse regarding Chinese foreign policy. This show the importance of the initiative to the Chinese leaders, particular president Xi Jinping. The enterprise consists of two parts: The Silk Road Economic Belt and The 21st-century Maritime Silk Road. The article aims to consider the future development of the project. The analysis of Chinese documents, statements of political leaders, and expansion of the project from 2013 to mid-2017 was employed in order to assess possible outcomes of the policy. The results of the study lead to three conclusions. Firstly, OBOR is becoming an umbrella term for different regional development strategies across Eurasia, Africa and perhaps beyond. Those strategies include many aspects, ranging from economy, through security, science to environmental protection. Secondly, OBOR became the cognitive framework, a paradigm, for international relations – the way that people perceive them. Thirdly, the introduction of the initiative may be the beginning of China in the role of architect of new global institutions and rules. However, the rapid expansion of OBOR, both in term of quantity of participants as well as various aspects of cooperation, may lead to ineffectiveness of the initiative.

Za pomocą analizy treści oficjalnych przemówień oraz studium przypadku przebadano cztery uroczystości - 120. Rocznicę urodzin Mao Zedonga oraz 100. rocznice urodzin Xi Zhongxuna, Hu Yaobanga oraz Liu Huaqinga. Podstawę teoretyczną stanowiła koncepcja pamięci kolektywnej, którą opracował Maurice Halbwachs. Wyniki wskazują na pełnienie funkcji legitymizacyjnej tych uroczystości w dwóch aspektach. Legitymizacji władzy partii w Chinach oraz Xi Jinpinga w partii.

This article analyses functions of birthday commemoration of veterans of Communist Party of China. Content analyses of official ceremonial speeches and case study was applied to research ceremonies of 120th anniversary of Mao Zedong birthday and 100th anniversary of Xi Zhongxun, Hu Yaobang and Liu Huaqing birthdays. The study is based on Maurice Halbwachs’s concept of collective memory. The results shows legitimizing function of those events - both of party rule over China and Xi Jinping leadership in the party.

At the beginning it provides basic information regarding development of Internet and blogs in Middle Kingdom. Secondly, they are recognized various types of citizens activities in the web, including: express of opinions, organization of political protests and vigilante search for corrupt officials. Furthermore the work presents government response to those activities. Conclusion drew from analysis shows limited impact of communication via Internet on China’s politics.
