Background: The transformation of urban land management systems from instrumental approaches to p... more Background: The transformation of urban land management systems from instrumental approaches to participatory approaches has led to the development of a new approach to land governance. Objectives: The present research addresses the question of what is an appropriate and efficient model of urban land policy and management. The main issue here is to resolve the fundamental conflicts and tensions that emerge in networks that the government has the task of regulating either directly (interdependence theory) and indirectly (the theory of sovereignty, the theory of sovereignty, the theory of sovereignty). Methodology: This study employs a combination of quantitative and qualitative methods at three spatial levels. The population of the study included the institutions responsible for urban land use and their clients. Documentary and field methods (questionnaire) were used for data collection and multivariate linear regression model and path analysis were used for quantitative data analysis and then content analysis method was used for qualitative analysis. Results: The results of the structural equations show that among the five independent variables of the study including coordination and consensus, effectiveness and accountability, accountability, decentralization, and strategic insight of agreeable integration variable with the coefficient of 0.492 the most direct (indirect and indirect) coefficients. The analysis of Iran's urban land management structure also shows that this structure is highly fragmented in decision-making and lack of land management integration, which is the main cause of its inconsistency and inefficiency. Conclusion: Therefore, an integrated urban governance model was proposed as a suitable and efficient model based on consensual (horizontal / vertical) integration between all actors and the transfer of part of government authority to the lowest local level along with capacity building. Consequently, it is imperative that the government reconsider the land management approach and structure. Finally, the effectiveness, explanation and generalization of this model were confirmed by experts. Highlights: Participatory approaches in the form of land governance emphasize resolving the conflicts and fundamental tensions created in the networks by the government, which is responsible for regulating them. The integrated urban land governance model is proposed as a suitable and efficient model based on agreement-oriented (horizontal / vertical) integration among all actors and delegating part of the government's authority to the lowest local level along with capacity building.

Optimal distribution of the population and distribution of socioeconomic development procedure, is the ultimate goal of analyzing regional systems. Therefore, deprivation and inequality reduction is an important matter, due to its economic and social consequences and needs proper attention. In fact, to achieve comprehensive development and progress in the future; requires the recognition of different areas and regions. Using quantitative methods and criteria in order to classify the habitats in spatial system of regions, in one hand leads to identifying the inequality level of habitat points, and on the other hand is a criterion to try for reducing and eliminating the inequality between them. The purpose of this paper is to identify the development level in the cities of Golestan province. By investigating and analyzing the quantitative criteria in three economic, social and services categories; which are extracted from the up to date statistics of statistical almanacs and by making use of TOPSIS model which is considered to be one of the multi-criteria methods of evaluation, it was concluded that due to the used criteria, there's a large gap between the cities of Golestan province and an unequal development between them; the western cities, located between the capital city and Mazandaran province, are relatively better developed. Therefore, the cities of Gorgan, Gonbad Kavoos and Maraveh Tappeh have the first three ranks, respectively and two cities of Maraveh Tappeh and Ghalish are among the most deprived cities and are placed in the bottom of the ranking.

The spatial inequality of the environment arises as a planning problem when the spatial structure... more The spatial inequality of the environment arises as a planning problem when the spatial structure of the different districts of a city is distinctly different; Differences that require different programming solutions for different regions and meeting the objective of creating spatial equality in a city. Nobahar and Vaki-Agha are two districts with unequal urban space located in north and south of Kermanshah city in Iran. Nobahar district of Kermanshah is characterized by regular geometric pattern, medium and large granularity, semi-compact texture, and regular granularity of parts. Vakil-Agha district is characterized by physical exhaustion, lack of safety standards, and solidity. Despite the fact that urban infrastructure services possess identity values, they have a low level of spatial and housing status. Considering the conditions and laws of Iran, the best option that is the basis of this research, is the pattern of citizen participation in urban affairs for mitigating this inequality. The research method is descriptive-analytic. The path analysis in this study was conducted using LISREL8.5 software. ANOVA test was used to determine the difference between variables based on gender, age and dependency. The participants for this study included all the caretakers of the households living in of Vakil-Agha and Nobahar districts in Kermanshah. The results showed that the participation of citizens in Iran and in particular in Kermanshah, both in the districts of Nobahar and Vakil-Agha, faces with some structural, socio-cultural, political-managerial, legal and spatial barriers. In some cases, despite the emphasis of senior management of the municipality of Kermanshah on the necessity of citizen participation in urban affairs, this necessity is not pursued by urban managers and citizens, and the participation of citizens is mostly formal and symbolic. The obtained results of the model in both regions can be a solution for managing citizen participation in unequal human environments in Kermanshah.

Introduction: Sustainable neighborhood development is a perspective that believes that solving th... more Introduction: Sustainable neighborhood development is a perspective that believes that solving the current problems of cities depends on returning to the concept of neighborhood. The neighborhood is the most fundamental unit of urban development, and the minor scale of attention to various aspects of sustainability as an urban unit with greater control over the city and as a good level for testing new ideas and ways to achieve sustainable urban development has received increasing attention. However, no extensive studies have been conducted on this concept on a micro-scale, and its implementation and quantifying the relationships between the various components of sustainability is also an important issue that has been neglected. Methodology: The present study aims to assess the impact of physical-spatial, economic, sociocultural, transportation and communications, environmental, governance-management on the sustainability of neighborhoods in Javadiyeh Neighbourhood District 16 of Tehran sample was formed. Accordingly, after reviewing the literature related to the issue of sustainability, a conceptual model of the research was formed. Then a questionnaire was surveyed from the residents of the study neighborhood. It should be noted that according to the Cochrane formula, the statistical population includes 381 people. In this study, data analysis was performed using the structural equation modeling method and Smartpls software. Results: The results showed that the three paths "governance-management →economic → sociocultural", "governance-management → economic → sustainability of neighborhoods" and "economic → socio-cultural → environment" With the coefficients of 4/898, 3/208, and 1/988, respectively, were the essential paths influencing citizens' perception of sustainability of neighborhoods and in general, the governance-management component was recognized as the most effective component in determining the sustainability of neighborhoods. Conclusion: To improve sustainability in different areas, we can emphasize the need to use a strategic plan for sustainable urban development in which special attention is paid to the impact of different components of sustainability on each other.

Preserving traditions, cultures, believes and social identity as well as social reform is just happening through the children. Method of study is social research index that is also known as analytic scientific description. The purpose of this study is to propose solutions and access to child friendly urban spaces. In this study, Environment role is defined into four main factors as connection to environment, conditions for connection to environment, friendship condition and friendship criteria in respect to 6 basic dimensions of personal attention, activity, commitment, loyalty, mutual understanding and Freedom of Expression. Also during the survey of the ecological approach to investigate child friendly environment in the District No.6 of Tehran, we reached the conclusion that developing accessible open spaces in city, creating protected environments for children activities, mix use into districts, merging historical environment with living places and other factors can create a platform to provide children with appropriate urban spaces.

Not only these changes affect the people's well-being, but also how they perceive the new landscape. This paper aims to analyze the effects of newly built grade separations on the public perception of the urban landscape. In keeping with this aim, the survey was a suitable method to collect the people's opinions on the quality of the urban landscape. Unity, complexity, order, and aesthetics are the main factors that affect the quality of the urban landscape and its perception. The structural equation model of the research showed that unity through aesthetics is the critical path that affects the people's image of the city and their landscape preference.
