When Cait is studying in the library, you'll have to option to study with her and there should be an option to have her sit on your lap. That should point you towards that scene being unlocked.
Yeah I have that option and have had one scene but now it's just studying. I've finished her story and only have a bit of Rae's story left. No big deal, great game regardless
