The first step is to determine the dominant factor from the triple helix model that affects the growth of the ICT business cluster. Secondly is to develop the model formulation of regional ICT innovation cluster development as a center of business excellence of industrial cluster. The method of this research was by field observation, direct interview, secondary data and descriptive analysis. The result of this research is a new model of cluster in ICT industry that will optimize the role of government, businesses and academicians.

However after 7 years of the program, the understanding of creative industry itself is different between each stakeholder. Therefore it’s important to have the same understanding of creative industry definition, its scope and the ecosystem of this industry. This paper is focus on creative industry in subsector design. Using secondary data, in-depth-interview and focus group discussion as basis data in designing the ecosystem and the scope of creative industry, this paper aim to add the knowledge about design subsector as one of Indonesia creative industry and helps the stakeholder understand about it. The result shows design definition in Indonesia creative industry, the scope of design subsector, and the ecosystem that supported design industry. Those results will help government and player in design industry in developing design subsector in the next five years of planning.

This paper tries to conceive a conceptual framework for analysing cluster effect on firm's innova... more This paper tries to conceive a conceptual framework for analysing cluster effect on firm's innovation capability and firm's business performance. This paper is written as part of the research on information and communication technology (ICT) innovation cluster in West Java, Indonesia. Analysis on the firm's innovation capability including its factors will be elaborated and followed by the discussion on firm's business performance. The relationship of firm's innovation capability and business performance will be discussed while considering the effect of clusters in terms of cluster's effect as a value chain cluster, as a coopetition cluster and as a resource-shared cluster. Cluster is hypothesized to have moderating effect on the relationship between firm's innovation capability and business performance.Conceptual framework from this paper will be used at preliminary stage of the research on ICT innovation cluster that can be expected to contribute into the development of ICT cluster in West Java in particular and Indonesia in general.

Indonesia as the fourth largest population in the world has a very big potential to advance in this type of economy.
Since 2005 until now, Indonesian government through the former Ministry of Trade and now the Ministry of Tourism and Creative Economy has launched several initiatives to support the development of creative economy in Indonesia. One of them is the launching of Indonesia Kreatif, which is a working group for creative economy development in Indonesia with the primary role as a hub agency, facilitator, and public outreach program. One important contribution by the working group is providing an online media for information, communication and education of the creative economy in Indonesia for the creative economy stakeholders in Indonesia, titled IndonesiaKreatif.Net.
This paper aims to elaborate the role of Indonesia Kreatif website as community website functions build creative connectivity in Indonesia. The research used range of relevant literature, data from the website, result of questionnaires from creative actors in Indonesia and also interviews with subject matter expert from IndonesiaKreatif.Net, to conclude the role of Indonesia Kreatif.Net to build creative connectivity in Indonesia. The research also addressed about the contribution from Quandro-Helix actors: academician, business entities, government, and communities for the website to support the development of creative industry in Indonesia.
The result will become a useful model foundation for the future research of creative connectivity. The empirical findings can be used by all the involved actors as a guidance to develop creative connectivity in Indonesia.

2004). National and local governments play a key role in it, especially in the disaster risk reduction by establishing the policies,
plans and programs. Universities and research institutions supports the effort by providing expertise in the tools and methodology
as well as providing education and training for the government’s personals. Businesses, in form of private consultancies, get
involved in the project level by processing and analyzing the data using the appropriate methods.
Strategic and environmental assessment is the keywords in Strategic Environmental Assessment (SEA). Strategic means that it
happens in an early enough stage in the decision making process that it can have a significant influence on key decisions.
Environmental is considered in the broadest sense which means that besides natural or bio-physical impacts, it may also include
related social and economic aspects (Looien, 2009).
This paper would like to present how SEA is utilized in the spatial planning decision for relocating Padang City Government
office to a free hazard area while considering the socio-economic environment. The methodology used in this work is a case
study of site selection for relocation of Padang City Government office and look at the interaction of government, academics and
business in the process. It is followed by the discussion on the triple helix model that applies, including the cooperation and
mutual relationship with international bodies in terms of exchange of hardware and software equipment with relevant data. The
paper will result in the conceptual triple helix model that applies in disaster management. As a case study, the result of the work
has its limitation but provide insight about the innovation in building infrastructure in hazard prone areas.

We studied the types, production capacities, investments, assets, labor, and the characteristics of each industry based on as observations and interviews. The main findings of this paper show firm level commitment to cooperate and/or to compete in order to enhance their innovation performance. This paper has a practical implication for developing ICT industries in a region in order to enhance industry growth.
