first decade of the Estado Novo regime in the city of Lisbon. With that purpose we have
analyzed all the processes from Polícia de Investigação Criminal (PIC) of Lisbon between 1933
and 1943 which are held in the Archives of the Polícia Judiciária (PJ).
By analyzing these documents we have sought to determine the practices of the police
force that arrested homosexuals, PSP, and the police of investigation that judged them, PIC. We
have sought to determine the police methods, the circumstances of the arrest, and to make a
profile of the accused and of the experiences of being a gay and a lesbian at the time. We have
sought to determine also the use of the law made by the police and the convictions sentenced.
We have approached homosexuality in the medical, political and ideological context of the
time and also looked at its representations in literature. An international comparison was
pursued both in the chapters of contextualization and in the chapter dedicated to the police
practices.
Our findings point to evidence of a systematic monitoring of strategic places by police
officers in plain clothes, namely public urinals. Essencially working class men were the ones
caught in the act by the police and held in custody until presented to a summary trial. The law
used to convict was both public indecency and the law of beggary.
