Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal S...

The study provides a review of foreign and domestic approaches to the activities of school libraries demonstrating that today the library can be a center for applying modern digital and educational technologies to the digital transformation of the activities of a modern school. The analysis of the current situation of school libraries in the Russian Federation showed that there are a number of problems the solution of which requires a rethinking of the role and place of the school library and the school librarian in the modern education system. For this purpose, a model of a school library as a digital unit of an educational organization is proposed and criteria for evaluating the eff ectiveness of its implementation are formulated.

Various approaches of foreign and Russian researchers to the study of digital literacy are considered; the directions of digital literacy are highlighted, they include media literacy, information literacy, information security and digital skills; the basic principles of forming and evaluating digital literacy are defined.

Аннотация. В работе рассмотрены теоретические, нормативные и организационные предпосылки создания электронных библиотек, а также практика их эксплуатации в различных образовательных системах мира и России. Под понятием цифровая (электронная) библиотека образовательной организации автор подразумевает комплекс организационных, программных и технологических инструментов, предназначенных для обеспечения образовательной деятельности, автоматизации основных процессов библиотечно-информационного обслуживания, интегрированных на уровне пользовательских данных с библиотечно-информационными сервисами, электронными и публичными библиотеками, цифровыми образовательными ресурсами и платформами. При построении модели цифровой (электронной) библиотеки образовательной организации рекомендуется применять сервисный подход, позволяющий структурировать перечень услуг по сбору, обработке, хранению, представлению и передаче информации пользователям библиотеки: учащимся, педагогам, родителям и административному персоналу. Определены минимальные требования сервисной модели к составу используемых данных, в том числе из смежных информационных систем; предложен набор аналитических цифровых сервисов для оценки, прогнозирования и моделирования образовательной деятельности. Заявленные подходы эффективны для цифровой трансформации библиотеки и создания цифровых (электронных) библиотек в структуре образовательной среды.
