The essence of democracy is the public's participation in management. In another statement, democracy is the emergence of public sovereignty in a political and managerial sense. It is possible to talk about three systems in the implementation of democracy. These; direct democracy, representative democracy and semi-direct democracy. Basically, democracy, which the people represent itself with their own participation, is direct democracy. In representative democracy, the people participate in the administration through representatives by transferring their sovereignty. Half direct democracy is democracy, in which both the people and the representatives share sovereignty. It is difficult and even impossible for each individual from the public to participate in the management process in person. This impossibility has revealed representative democracy, the type of democracy preferred in the modern period. However, in connection with the situation of the authority to determine the future and fate of the people, the semi-direct democracy system has been implemented in order to eliminate the missing and wrongs of representative democracy. In some cases, there are four tools used by semi-direct democracy, which expresses the participation of the people in the decision-making process, not through representatives. These instruments mean that the Assembly's law requires a certain number of citizens to be submitted to a referendum before the effective date “people veto”, “people's attempt”, which states that the law requested by the public with the application of a certain number of citizens is forced to be removed by the Assembly, “is a referendum”, which means that the representatives or representatives who are not satisfied with the work of the public are reduced from their duties and the text of the law adopted by the Assembly is submitted to the public vote.
