Abstrak-Umpan hidup merupakan istilah untuk umpan yang dalam kedaan hidup dan digunakan untuk men... more Abstrak-Umpan hidup merupakan istilah untuk umpan yang dalam kedaan hidup dan digunakan untuk menangkap Cakalang (Katsuwonus pelamis) menggunakan alat tangkap jenis Pole and Line (Huhate). Cakalang termasuk jenis ikan perenang cepat dengan salah satu ciri khas sebagai pemangsa yang rakus, dan dikenal sebagai ikan migrasi (migratory fish) dengan daerah penyebaran yang sangat luas meliputi daerah tropis dan sub tropis diantaranya di Perairan Laut Flores. Dikenal sebagai ikan yang membentuk gerombolan dan perenang cepat dan melawan arus serta mencari makan berdasarkan penglihatan. Cakalang sangat menyukai mangsanya yang masih dalam keadaan hidup, dan usaha penangkapan cakalang sangat bergantung dengan penyediaan umpan hidup. Umpan hidup yang sering digunakan dalam operasi penangkapan cakalang ini antara lain Lure (Stolephorus indicus), Rambeng (Stolephorus devisi), Tembang (Sardinella fimbriata) dan Layang (Decapterus ruselli) Umpan hidup dapat diperoleh dari nelayan bagan apung dan tancap di sekitar Teluk Flores. Dalam Penelitian pengamatan yang dilakukan terhadap 2(dua) jenis umpan hidup yakni Tembang (Sardinella fimbriata) dan Layang (Decapterus ruselli) yang digunakan, menunjukkan bahwa tidak terdapat pebedaan signifikan dari sisi daya tariknya bagi cakalang, tetapi jumlah besaran umpan yang digunakan saat operasi penangkapan sangat erat kaitannya dengan perolehan hasil tangkapan Cakalang. Abstract-Live bait is the term for live bait and is used to catch Skipjack (Katsuwonus pelamis) using Pole and Line (Huhate) fishing gear. Skipjack tuna is a type of fast swimming fish with one characteristic of being a voracious predator, and is known as a fish (migratory fish) with a very wide distribution area including tropical and subtropical areas, including in the Flores Sea. Known as fish that form swarms and are fast swimmers and fight the current and forage by sight. Skipjack tuna really like their prey that is still alive, and the business of catching skipjack tuna is very dependent on live bait. Live bait that is often used in skipjack fishing operations includes Lure (Stolephorus indicus), Rambeng (Stolephorus devisi), Tembang (Sardinella fimbriata) and Layang (Decapterus ruselli) Live bait can be obtained from floating chart fishermen and sticking around the Gulf of Flores. In the research, observations conducted on 2 (two) types of live bait namely Tembang (Sardinella fimbriata) and Layang (Decapterus ruselli) were used, showing that there was no significant difference in terms of their attractiveness to skipjack tuna, but the amount of bait used during fishing operations was very high. closely related to the acquisition of the catch. Usaha Penangkapan ikan di Indonesia sangat beragam dalam hal teknis, baik kapal dan mesin penggeraknya maupun alat tangkap Ikan, mesin bantu penangkap ikan, dan metode penangkapan serta penanganan hasilnya. Salah satu alat tangkap yang banyak digunakan adalah jenis pancing khususnya alat tangkap pole and line, alat tangkap yang digunakan untuk menangkap ikan cakalang ini sangat potensial dan produktif, dan berkembang cukup pesat di wilayah Timur Indonesia (Bambang winarso, 2004). Alat tangkap pole and line adalah salah satu alat untuk menangkap jenis cakalang, dengan umpan ikan hidup sebagai sarana bantu penarik dan pemikat makan pada cakalang. Sedangkan tenaga pemancing yang diperlukan dalam mengoperasikan alat tangkap pole line cukup banyak dan tergantung ukuran kapal, hal ini guna mendukung efektifitas penggunaan umpan hidup yang digunakan dalam operasi penangkapan. Destuctive Fishing merupakan kegiatan dengan Etika Penangkapan Ikan yang salah yakni dilakukan dengan menggunakan bahan peledak, bahan beracun dan beberapa jenis alat tangkap trawl, bubu (trap) dan Muro ami yang diindikasi merusak ekosistem. Kegiatan ini umumnya bersifat merugikan bagi sumberdaya perairan yang ada dan semata-mata hanya ingin meraup keuntungan yang besar dengan cara cepat/instan akan tetapi memberikan dampak yang tidak baik bagi ekosistem perairan khususnya terumbu karang. Informasi terakhir mencatat bahwa 17,6 persen terumbu karang yang terdapat di areal 154.341,45 hektare Perairan NTT yang masih dalam kondisi baik. Terumbu karang yang rusak serius mencapai 23,5 persen dan yang kondisinya rusak sedang sebanyak 58,8 persen. Pelanggaran terhadap usaha penangkapan yang merusak sumber daya ikan dan lingkungannya dikenal dengan Destructive Fishing, dan salah satu wilayah di NTT yang tercatat dalam skala nasional adalah wilayah perairan karang Flores, tepatnya Alor menjadi salah satu dari 63 wilayah terindikasi Destructive Fishing. Alat Bantu Penangkap Ikan (ABPI) merupakan alat yang membantu meringankan kinerja tenaga manusia dalam mendukung operasi penangkapan ikan, Pada Alat tangkap Pukat Cincin (Purse Seine), Salah satu ABPI yang digunakan adalah Kapstan yang berfungsi untuk mempercepat menutup bagian bawah alat tangap dengan cepat. Sebagai Alat penangkapan Ikan ikan pelagis (permukaan) yang dioperasikan dengan cara melingkari kawanan (schooling) ikan, maka penutupan bagian bawah harus dikerutkan dengan cepat menggunakan tali kerut supaya ikan tetap berada di dalam lingkaran dan tidak lolos, tali kerut ini biasanya ditarik dengan tenaga manusia yang kecepatannya terbatas. Oleh sebab itu diperlukan Alat Bantu Penangkap Ikan (APBI) berupa mesin penarik tali yang lebih cepat dengan kekuatan cukup besar, aman, dan mudah Desain mesin penarik dan hasil konstruksi diharapkan bisa menjadi prototype mesin penarik yang tepat guna bagi kapal purse seine <30GT dan dapat meningkatkan hasil tangkapan yang pada akhirnya bisa meningkatkan pendapatan nelayan.

Abstract
Concerning on enhancing of efectivity, eficiency, and safety of fishing operation for small scale fishermen, esspesially for mini purse seine fishing boat which using rear axle hydraulic capstan for haulling purse line of mini purse seine to take over diesel powered rear axle capstan which most used and actually not safely nor practice operated. Eficiency and efectivity can be obtained by less time and less man power to haul and also more frequent and speedy in operation. For those purpose, therefor design and construction of a rear axle hydraulic capstan has been made for small scale fishing boat
Observation methode is carried out to operation technic and methode of purse line haulling. By using modification engineering methode of design and contruction engineering of stainless steel capstans for haulling which rotated by car rear axle as a transmition-reduction gear drived by hydraulic motor through direct couple joint which powered by high pressure hydraulic oil pressured by hydraulic pump. Design and contruct a machine in compact unit, easy to install and operate. Estimation analysis is carried out to capacity of machine, haulling speed of capstan, power capacity need of hydraulic motor and hydraulic circulation pump, reduction gear ratio, and capstan diameter. Also literature study, references of deck machineries of field application for supporting overall methode.
Rear axle hydraulic capstan application in small scale fishing boat hopefully could increasing efectivity, safety and time and man power eficiency of fishing operation. Design and itās engineered contruction could be an appropriate prototype of PurseLine Hauller for <30GT purse seine fishing boat, and finally could increase fishermen income.

Penelitian ini bertujuan untuk mengetahui korelasi antara pendidikan, pelatihan dan penerapan Good Handling Practices di Pelabuhan Perikanan Samudera Belawan. Metode penelitian dilakukan dengan survey, obseravasi, wawancara mendalam pada anak buah kapal. Analisis data menggunakan analisis diskriptif dengan menyajikan data sesuai dilapangan. Analisis statistic dengan Korelasi Pearson Product Moment Hasil penelitian menunjukkan penerapan good handling practices (ghdp) pada kapal purse seine terdapat penyimpangan pada lingkungan di tempat pembongkaran, kontruksi kapal perikanan, pembongkaran dan pengangkutan ikan, persyaratan suhu dan tempat penyimpanan ikan, Air, Es, dan BBM, peralatan dan perlengkapan yang kontak dengan produk, kebersihan ruangan dan peralatan, bahan kimia dan bahan bahaya, limbah padat dan limbah lainnya, kebersihan dan kesehatan anak buah kapal. Nilai ALT Air, Es, Swab Personil dan Peralatan di tempat pendaratan ikan adalah 3x102 Air, 7x102 Es, 1,9x103 tangan, dan 8,3x103 palka. Nilai besarnya rxy (yaitu =0,27), yang besarnya berkisar 0,20-0,40 (berdasarkan tabel indek korelasi) berarti korelasi positif antara variabel X dan variabel Y termasuk korelasi positif lemah/rendah antara pendidikan, pelatihan, dan sosialisasi terhadap good handling practices. This study aims to determine the correlation between education, training and application of Good Handling Practices at the Belawan Ocean Fisheries Port. The research method was conducted by survey, observation, in-depth interviews with crew members. Data analysis uses descriptive analysis by presenting data in the field. Statistical analysis with Pearson Product Moment Correlation. The results showed that the application of good handling practices (ghdp) on purse seine vessels had irregularities in the environment at the unloading site, construction of fishing vessels, demolition and transportation of fish, temperature and storage requirements for fish, Water, Ice, and BBM, equipment and supplies that come into contact with products, room cleanliness and equipment, chemicals and hazardous materials, solid waste and other wastes, hygiene and health of crew member The TPC value of Water, Ice, Swab Personnel and Equipment at the fish landing site is 3x102 Water, 7x102 Ice, 1.9x103 hands, and 8.3x103 hatches. The value of the magnitude of rxy (ie = 0.27), which ranges from 0.20 to 0.40 (based on the correlation index table) means a positive correlation between the X and Y variables including a weak / low positive correlation between education, training, and socialization of good handling practices. Penelitian ini bertujuan untuk mengetahui penanganan Ikan dan rantai distribusi hasil tangkapan, mulai Kapal Cantrang, . Penelitian ini dilakukan di di, Eretan Kulon, Indramayu. Penelitian dilakukan dengan survei, observasi dan wawancara. Pengamatan dilakukan dengan mengamati Teknik pengoperasian cantrang, penanganan ikan hasil tangkapan, komposisi hasil tangkapan dan Rantai ristribusi hasil tangkapan. Metode penelitian dilakukan dengan survei, obsevasi dan wawan mendalam. Analisis data dilakukan dengan analisa deskriptif. Hasil penelitian menunjukkan Komposisi hasil tangkapan sebanyak 15 jenis ikan, yang paling banyak ada 3 jenis ikan, yaitu Ikan Pepetek sebesar 4.440 Kg (47,59%), Ikan Biji Nangka sebesar 2.100 Kg (19,83%) dan Ikan Kapasan sebesar 1.650 Kg (15,58%) Rantai distribusi hasil tangkapan yang terjadi di KUD Mina Bahari ada 2 jalur, yaitu: 1). Rantai distribusi pertama 82,15% dari total hasil tangkapan didistribusikan kepada para pengempul besar. 30,17% ikan hasil lelang disalurkan ke pasar ikan dan 52,55% ikan tersebut didistribusikan dengan rincian 10,62% disalurkan ke PT. Java Seafod dan 41,93% berupa disalurkan untuk memenuhi kebutuhan pabrik pakan yang berada di daerah Tegal. 2) Rantai distribusi kedua 11,61% dari total hasil tangkapan didistribusikan kepada para pengempul kecil untuk memenuhi kebutuhan UPI tradisonal pembuatan produk ikan asin dan 5,67% untuk memenuhi kebutuhan pakan ternak tradisional. ABSTRACT : FISH HANDLING AND CHAIN DISTRIBUTION OF CANTRANG CATCH RESULTS IN ERETAN KULON, INDRAMAYU. By : Sugiono1 dan Hery Chaeruddin2 This study aims to determine the handling of fish and the distribution chain of catches, starting with Cantrang Ship,. This research was conducted in Eretan Kulon, Indramayu. The study was conducted by survey, observation and interview. Observations were made by observing cantrang operation techniques, handling of catch fish, catch composition and catch distribution chain. The research method was conducted by survey, observation and in-depth interview. Data analysis was performed by descriptive analysis. The results showed the composition of the catch as many as 15 species of fish, the most there are 3 types of fish, namely Pepetek Fish of 4,440 kg (47.59%), Jackfruit Seed Fish of 2,100 kg (19.83%) and Kapasan Fish of 1,650 kg (15.58%) The distribution chain of catches that occur in KUD Mina Bahari has 2 pathways, namely: 1). The first distribution chain 82.15% of the total catch was distributed to large collectors. 30.17% of the fish resulting from the auction were distributed to the fish market and 52.55% of the fish were distributed with details of 10.62% being distributed to PT. Telah dilakukan penelitian terhadap teknik penangkapan ikan di kapal Pole and Line dan mengetahui Susut Hasil (Fish Losses) Pada Hasil Tangkapan Ikan Cakalang (Katsuwonus pelamis) di Sulawesi Utara. Penelitian dilakukan dengan metode partisipasi aktif, yaitu ikut melakukan semua kegiatan yang ada di kapal dengan menghitung ikan yang tertangkap dan mengamati susut fisik, susut mutu, dan susut harga jual. Hasil penelitian menunjukkan Tehnik Penangkapan pada kapal Pole and Line ada dua tahap persiapan dan tahap operasi penangkapan, Penanganan hasil tangkapan di atas kapal belum diterapkan dengan benar, karena pada saat proses pemasukkan ikan dalam palka masih terdapat ikan yang belum dicuci, langsung menumpahkan ikan dari atas palka. ABSTRACT : FISH LOSSES IN THE RESULTS OF CAKALANG FISH (Katsuwonus pelamis) CATCHING ON POLE ON LINE SHIP, NORTH SULAWESI By : Sugiono1, Simson Masengi2, Yuliati H. Sipahutar3 Research has been carried out on fishing techniques on Pole and Line vessels and find out the Fish Losses in the Catch of Skipjack Fish (Katsuwonus pelamis) in North Sulawesi. The study was carried out by active participation method, which involved participating in all activities on the ship by counting caught fish and observing physical shrinkage, shrinking quality, and shrinking selling prices. The results showed that the Catching Technique in KM Baku Sayang 01 had two stages of preparation and the stage of catching operation. Keselamatan di kapal perlu diperhatikan dan diketahui oleh nelayan pole and line. Ketika nelayan melakukan penangkapan maupun ketika bongkar muat, dapat terjadi kecelakaan di atas kapal baik dalam pelayaran yang dilakukan di pelabuhan. Masyarakat nelayan mengenal Pole and line sebagai alat tangkap ramah lingkungan yang diperlukan unuk melaut menunjang kebutuhan hidup. Hasil kemajuan teknologi saat ini banyak menghasilkan alat baru, namun kemajuan teknologi tersebut dapat merugikan bila tidak ditangani dengan baik. Alat-alat pada kapal perikanan, jika kurang teliti dalam perawatan akan terjadi kecelakaan dan mengakibatkan korban jiwa. Penelitian ini bertujuan mengetahui penerapan keselamatan, dan ketersediaan system pemeliharaan alat keselamatan kerja. Metode penelitian menggunakan studi kasus dengan menggunakan 8 buah kapal secara acak sebagai sumber data kualitatif maupun kuantitatif. Pengolahan data dilakukan secara diskriptif, dengan membandingkan ketersediaan alat keselamatan dari masing-masing kapal sesuai dengan ketentuan Safety of live at sea (SOLAS). Hasil penelitian menunjukkan Alat Keselamatan kerja tersedia pada setiap kapal. Peralatan pelambung tersedia pada semua kapal. Untuk life raft hanya ada pada empat kapal. Peralatan komunikasi HF radio dan bendera negara tersedia pada semua kapal. Sedangkan bendera isyarat hanya ada pada empat kapal. Pemadam kebakaran tersedia pada semua kapal, sedangkan selang, pompa hidran dan nozzle tidak tersedia pada semua kapal. Secara umum, penerapan keselamatan kerja di kapal belum memenuhi persyaran SOLAS. Kata kunci : keselamatan kerja, pole and line.
ABSTRACT : MANAGEMENT OF WORK SAFETY ON THE POLE AND LINE SHIP

Safety on the ship needs to be considered and known by pole and line fishermen. When fishermen make fishing and when loading and unloading, there can be accidents on the ship both on the voyage conducted at the port. The fishing community knows Pole and line as an environmentally friendly fishing gear that is needed to go to sea to support their living needs. The results of current technological advances produce many new tools, but these technological advances can be detrimental if not handled properly. The tools on the fishing boat, if not careful in maintenance will result in an accident and result in fatalities. This study aims to determine the application of safety, and the availability of work safety equipment maintenance systems. The research method uses a case study using 8 random ships as a source of qualitative and quantitative data. Data processing is done descriptively, by comparing the availability of safety equipment from each ship in accordance with the provisions of Safety of live at sea (SOLAS). The results showed work safety equipment available on each ship. Sailing equipment is available on all ships. For life raft, there are only four ships. HF radio communication equipment and country flags are available on all ships. While the sign flags only exist on four ships. Fire extinguishers are available on all ships, while hoses, fire hydrants and nozzles are not available on all ships. Pelanggaran terhadap usaha penangkapan yang merusak sumber daya ikan dan lingkungannya dikenal dengan Destructive Fishing, dan salah satu wilayah di NTT yang tercatat dalam skala nasional adalah wilayah perairan karang Flores, tepatnya Alor menjadi salah satu dari 63 wilayah terindikasi Destructive Fishing. Alat Bantu Penangkap Ikan (ABPI) merupakan alat yang membantu meringankan kinerja tenaga manusia dalam mendukung operasi penangkapan ikan, Pada Alat tangkap Pukat Cincin (Purse Seine), Salah satu ABPI yang digunakan adalah Kapstan yang berfungsi untuk mempercepat menutup bagian bawah alat tangap dengan cepat. Sebagai Alat penangkapan Ikan ikan pelagis (permukaan) yang dioperasikan dengan cara melingkari kawanan (schooling) ikan, maka penutupan bagian bawah harus dikerutkan dengan cepat menggunakan tali kerut supaya ikan tetap berada di dalam lingkaran dan tidak lolos, tali kerut ini biasanya ditarik dengan tenaga manusia yang kecepatannya terbatas. Oleh sebab itu diperlukan Alat Bantu Penangkap Ikan (APBI) berupa mesin penarik tali yang lebih cepat dengan kekuatan cukup besar, aman, dan mudah Desain mesin penarik dan hasil konstruksi diharapkan bisa menjadi prototype mesin penarik yang tepat guna bagi kapal purse seine <30GT dan dapat meningkatkan hasil tangkapan yang pada akhirnya bisa meningkatkan pendapatan nelayan.

Abstract
Concerning on enhancing of efectivity, eficiency, and safety of fishing operation for small scale fishermen, esspesially for mini purse seine fishing boat which using rear axle hydraulic capstan for haulling purse line of mini purse seine to take over diesel powered rear axle capstan which most used and actually not safely nor practice operated. Eficiency and efectivity can be obtained by less time and less man power to haul and also more frequent and speedy in operation. For those purpose, therefor design and construction of a rear axle hydraulic capstan has been made for small scale fishing boat
Observation methode is carried out to operation technic and methode of purse line haulling. By using modification engineering methode of design and contruction engineering of stainless steel capstans for haulling which rotated by car rear axle as a transmition-reduction gear drived by hydraulic motor through direct couple joint which powered by high pressure hydraulic oil pressured by hydraulic pump. Design and contruct a machine in compact unit, easy to install and operate. Estimation analysis is carried out to capacity of machine, haulling speed of capstan, power capacity need of hydraulic motor and hydraulic circulation pump, reduction gear ratio, and capstan diameter. Also literature study, references of deck machineries of field application for supporting overall methode.

Penelitian ini bertujuan untuk mengetahui korelasi antara pendidikan, pelatihan dan penerapan Good Handling Practices di Pelabuhan Perikanan Samudera Belawan. Metode penelitian dilakukan dengan survey, obseravasi, wawancara mendalam pada anak buah kapal. Analisis data menggunakan analisis diskriptif dengan menyajikan data sesuai dilapangan. Analisis statistic dengan Korelasi Pearson Product Moment Hasil penelitian menunjukkan penerapan good handling practices (ghdp) pada kapal purse seine terdapat penyimpangan pada lingkungan di tempat pembongkaran, kontruksi kapal perikanan, pembongkaran dan pengangkutan ikan, persyaratan suhu dan tempat penyimpanan ikan, Air, Es, dan BBM, peralatan dan perlengkapan yang kontak dengan produk, kebersihan ruangan dan peralatan, bahan kimia dan bahan bahaya, limbah padat dan limbah lainnya, kebersihan dan kesehatan anak buah kapal. Nilai ALT Air, Es, Swab Personil dan Peralatan di tempat pendaratan ikan adalah 3x102 Air, 7x102 Es, 1,9x103 tangan, dan 8,3x103 palka. Nilai besarnya rxy (yaitu =0,27), yang besarnya berkisar 0,20-0,40 (berdasarkan tabel indek korelasi) berarti korelasi positif antara variabel X dan variabel Y termasuk korelasi positif lemah/rendah antara pendidikan, pelatihan, dan sosialisasi terhadap good handling practices. Pengamatan dilakukan dengan mengamati Teknik pengoperasian cantrang, penanganan ikan hasil tangkapan, komposisi hasil tangkapan dan Rantai ristribusi hasil tangkapan. Metode penelitian dilakukan dengan survei, obsevasi dan wawan mendalam. Analisis data dilakukan dengan analisa deskriptif. Hasil penelitian menunjukkan Komposisi hasil tangkapan sebanyak 15 jenis ikan, yang paling banyak ada 3 jenis ikan, yaitu Ikan Pepetek sebesar 4.440 Kg (47,59%), Ikan Biji Nangka sebesar 2.100 Kg (19,83%) dan Ikan Kapasan sebesar 1.650 Kg (15,58%) Rantai distribusi hasil tangkapan yang terjadi di KUD Mina Bahari ada 2 jalur, yaitu: 1). Rantai distribusi pertama 82,15% dari total hasil tangkapan didistribusikan kepada para pengempul besar. 30,17% ikan hasil lelang disalurkan ke pasar ikan dan 52,55% ikan tersebut didistribusikan dengan rincian 10,62% disalurkan ke PT. Java Seafod dan 41,93% berupa disalurkan untuk memenuhi kebutuhan pabrik pakan yang berada di daerah Tegal. 2) Rantai distribusi kedua 11,61% dari total hasil tangkapan didistribusikan kepada para pengempul kecil untuk memenuhi kebutuhan UPI tradisonal pembuatan produk ikan asin dan 5,67% untuk memenuhi kebutuhan pakan ternak tradisional. ABSTRACT : FISH HANDLING AND CHAIN DISTRIBUTION OF CANTRANG CATCH RESULTS IN ERETAN KULON, INDRAMAYU. Telah dilakukan penelitian terhadap teknik penangkapan ikan di kapal Pole and Line dan mengetahui Susut Hasil (Fish Losses) Pada Hasil Tangkapan Ikan Cakalang (Katsuwonus pelamis) di Sulawesi Utara. Penelitian dilakukan dengan metode partisipasi aktif, yaitu ikut melakukan semua kegiatan yang ada di kapal dengan menghitung ikan yang tertangkap dan mengamati susut fisik, susut mutu, dan susut harga jual. Hasil penelitian menunjukkan Tehnik Penangkapan pada kapal Pole and Line ada dua tahap persiapan dan tahap operasi penangkapan, Penanganan hasil tangkapan di atas kapal belum diterapkan dengan benar, karena pada saat proses pemasukkan ikan dalam palka masih terdapat ikan yang belum dicuci, langsung menumpahkan ikan dari atas palka. Keselamatan di kapal perlu diperhatikan dan diketahui oleh nelayan pole and line. Ketika nelayan melakukan penangkapan maupun ketika bongkar muat, dapat terjadi kecelakaan di atas kapal baik dalam pelayaran yang dilakukan di pelabuhan. Masyarakat nelayan mengenal Pole and line sebagai alat tangkap ramah lingkungan yang diperlukan unuk melaut menunjang kebutuhan hidup. Hasil kemajuan teknologi saat ini banyak menghasilkan alat baru, namun kemajuan teknologi tersebut dapat merugikan bila tidak ditangani dengan baik. Alat-alat pada kapal perikanan, jika kurang teliti dalam perawatan akan terjadi kecelakaan dan mengakibatkan korban jiwa. Penelitian ini bertujuan mengetahui penerapan keselamatan, dan ketersediaan system pemeliharaan alat keselamatan kerja. Metode penelitian menggunakan studi kasus dengan menggunakan 8 buah kapal secara acak sebagai sumber data kualitatif maupun kuantitatif. Pengolahan data dilakukan secara diskriptif, dengan membandingkan ketersediaan alat keselamatan dari masing-masing kapal sesuai dengan ketentuan Safety of live at sea (SOLAS). Hasil penelitian menunjukkan Alat Keselamatan kerja tersedia pada setiap kapal. Peralatan pelambung tersedia pada semua kapal. Untuk life raft hanya ada pada empat kapal. Peralatan komunikasi HF radio dan bendera negara tersedia pada semua kapal. Sedangkan bendera isyarat hanya ada pada empat kapal. Pemadam kebakaran tersedia pada semua kapal, sedangkan selang, pompa hidran dan nozzle tidak tersedia pada semua kapal. Secara umum, penerapan keselamatan kerja di kapal belum memenuhi persyaran SOLAS. Kata kunci : keselamatan kerja, pole and line.

Destuctive Fishing merupakan kegiatan dengan Etika Penangkapan Ikan yang salah yakni dilakukan dengan menggunakan bahan peledak, bahan beracun dan beberapa jenis alat tangkap trawl, bubu (trap) dan Muro ami yang diindikasi merusak ekosistem. Kegiatan ini umumnya bersifat merugikan bagi sumberdaya perairan yang ada dan semata-mata hanya ingin meraup keuntungan yang besar dengan cara cepat/instan akan tetapi memberikan dampak yang tidak baik bagi ekosistem perairan khususnya terumbu karang. Informasi terakhir mencatat bahwa 17,6 persen terumbu karang yang terdapat di areal 154.341,45 hektare Perairan NTT yang masih dalam kondisi baik. Terumbu karang yang rusak serius mencapai 23,5 persen dan yang kondisinya rusak sedang sebanyak 58,8 persen. This research was conducted in Eretan Kulon, Indramayu. The study was conducted by survey, observation and interview. Observations were made by observing cantrang operation techniques, handling of catch fish, catch composition and catch distribution chain. The research method was conducted by survey, observation and in-depth interview. Data analysis was performed by descriptive analysis. The results showed the composition of the catch as many as 15 species of fish, the most there are 3 types of fish, namely Pepetek Fish of 4,440 kg (47.59%), Jackfruit Seed Fish of 2,100 kg (19.83%) and Kapasan Fish of 1,650 kg (15.58%) The distribution chain of catches that occur in KUD Mina Bahari has 2 pathways, namely: 1). The first distribution chain 82.15% of the total catch was distributed to large collectors. 30.17% of the fish resulting from the auction were distributed to the fish market and 52.55% of the fish were distributed with details of 10.62% being distributed to PT. Java Seafod and 41.93% are distributed to meet the needs of feed mills in the Tegal area. 2) The second distribution chain 11.61% of the total catch is distributed to small collectors to meet the needs of traditional UPI for making salted fish products and 5.67% to meet the needs of traditional animal feed. Telah dilakukan penelitian terhadap teknik penangkapan ikan di kapal Pole and Line dan mengetahui Susut Hasil (Fish Losses) Pada Hasil Tangkapan Ikan Cakalang (Katsuwonus pelamis) di Sulawesi Utara. Penelitian dilakukan dengan metode partisipasi aktif, yaitu ikut melakukan semua kegiatan yang ada di kapal dengan menghitung ikan yang tertangkap dan mengamati susut fisik, susut mutu, dan susut harga jual. Hasil penelitian menunjukkan Tehnik Penangkapan pada kapal Pole and Line ada dua tahap persiapan dan tahap operasi penangkapan, Penanganan hasil tangkapan di atas kapal belum diterapkan dengan benar, karena pada saat proses pemasukkan ikan dalam palka masih terdapat ikan yang belum dicuci, langsung menumpahkan ikan dari atas palka. ABSTRACT : FISH LOSSES IN THE RESULTS OF CAKALANG FISH (Katsuwonus pelamis) CATCHING ON POLE ON LINE SHIP, NORTH SULAWESI By : Sugiono1, Simson Masengi2, Yuliati H. Sipahutar3 Research has been carried out on fishing techniques on Pole and Line vessels and find out the Fish Losses in the Catch of Skipjack Fish (Katsuwonus pelamis) in North Sulawesi. The study was carried out by active participation method, which involved participating in all activities on the ship by counting caught fish and observing physical shrinkage, shrinking quality, and shrinking selling prices. The results showed that the Catching Technique in KM Baku Sayang 01 had two stages of preparation and the stage of catching operation. The handling of the catches on board had not been properly implemented, because during the process of inserting fish in the hold there were still fish that had not been washed, spilling fish directly from the top hold. Keselamatan di kapal perlu diperhatikan dan diketahui oleh nelayan pole and line. Ketika nelayan melakukan penangkapan maupun ketika bongkar muat, dapat terjadi kecelakaan di atas kapal baik dalam pelayaran yang dilakukan di pelabuhan. Masyarakat nelayan mengenal Pole and line sebagai alat tangkap ramah lingkungan yang diperlukan unuk melaut menunjang kebutuhan hidup. Hasil kemajuan teknologi saat ini banyak menghasilkan alat baru, namun kemajuan teknologi tersebut dapat merugikan bila tidak ditangani dengan baik. Alat-alat pada kapal perikanan, jika kurang teliti dalam perawatan akan terjadi kecelakaan dan mengakibatkan korban jiwa. Penelitian ini bertujuan mengetahui penerapan keselamatan, dan ketersediaan system pemeliharaan alat keselamatan kerja. Metode penelitian menggunakan studi kasus dengan menggunakan 8 buah kapal secara acak sebagai sumber data kualitatif maupun kuantitatif. Pengolahan data dilakukan secara diskriptif, dengan membandingkan ketersediaan alat keselamatan dari masing-masing kapal sesuai dengan ketentuan Safety of live at sea (SOLAS). Hasil penelitian menunjukkan Alat Keselamatan kerja tersedia pada setiap kapal. Peralatan pelambung tersedia pada semua kapal. Untuk life raft hanya ada pada empat kapal. Peralatan komunikasi HF radio dan bendera negara tersedia pada semua kapal. Sedangkan bendera isyarat hanya ada pada empat kapal. Pemadam kebakaran tersedia pada semua kapal, sedangkan selang, pompa hidran dan nozzle tidak tersedia pada semua kapal. Secara umum, penerapan keselamatan kerja di kapal belum memenuhi persyaran SOLAS. Kata kunci : keselamatan kerja, pole and line.

The fishing community knows Pole and line as an environmentally friendly fishing gear that is needed to go to sea to support their living needs. The results of current technological advances produce many new tools, but these technological advances can be detrimental if not handled properly. The tools on the fishing boat, if not careful in maintenance will result in an accident and result in fatalities. This study aims to determine the application of safety, and the availability of work safety equipment maintenance systems. The research method uses a case study using 8 random ships as a source of qualitative and quantitative data. Data processing is done descriptively, by comparing the availability of safety equipment from each ship in accordance with the provisions of Safety of live at sea (SOLAS). The results showed work safety equipment available on each ship. Sailing equipment is available on all ships. For life raft, there are only four ships. HF radio communication equipment and country flags are available on all ships. While the sign flags only exist on four ships. Fire extinguishers are available on all ships, while hoses, fire hydrants and nozzles are not available on all ships.
