الملخص:
يعد الإعلام من أهم مصادر الفكر والمعرفة فىِ المجتمع، فلا يمكن أن يتم أىِ تغيير فىِ مجتمع ما بعيداً عن استخدام الإعلام، حيث يعتبر وسيلة رئيسية لشرح ونقل التغيرات الجديدة التىِ ستحدث فىِ المجتمع وبنيانه؛ من خلال التأثير على قيمه بشكل إيجابىِ أو سلبىِ, وتقوم وسائل الإعلام بدور رئيسىِ لنشر الثقافة وترسيخ القيم خاصةً قيم المواطنة والولاء والانتماء.
وكان اختيار الباحثة لهذا الموضوع نابع من أهمية المعالجة الإعلامية لقيم المواطنة, ومن خلال هذه الورقة البحثية سيتم التعرف على دور الإعلام فىِ تفعيل قيم المواطنة, فلا يمكن الحديث عن المواطنة دون الوقوف فىِ محطة التغطية الإعلامية لها، حيث لا يكتفىِ الإعلام فىِ تناوله للمواطنة بدور توعوىِ, ولكنه بصورة أو بأخرى يلعب دوراً مهماً فىِ تعزيز المواطنة, بالإضافة إلى دوره فىِ رفع الوعىِ بها بين شرائح المجتمع.

Abstract:
Media is one of the most important sources of thought and knowledge in society, there can be no change in a society away from the use of media, where it is a main means of explaining and conveying the new changes that will take place in society and its structure, by affecting its values positively or negatively, and the media play a key role in spreading culture and establishing values, especially the values of citizenship, loyalty and belonging.
The researcher's choice for this topic stemmed from the importance of media treatment of the values of citizenship, and through this research paper will recognize the role of the media in activating the values of citizenship, it is not possible to talk about citizenship without standing in the media coverage station for it, where the media not only deals with citizenship in an awareness role, but in one way or another plays an important role in promoting citizenship, In addition to his role in raising awareness among the segments of society.

ظهر نمط تعاقدي جديد يُعرف بالعقود الذكية، باتت واقعاً معاشاً في العديد من الدول، لذا كان على المشرع تنظيم هذا النمط التعاقدي الجديد، ولاسيما أن هذه العقود من المتوقع أن يزيد الطلب عليها مع انتشار وتطور انترنت الأشياء, فهى ذات سمات خاصة ومميزة تجعل من تطبيقها أكثر أمناً، والعقود الذكية هي تقنية مبنية باستخدام البلوك تشين، تستطيع من خلالها أن تنشئ عقدًا قانونيًا أتوماتيكي التنفيذ محفوظ في سلسلة الكتل، بحيث تجعل العمليات أسرع وأكثر شفافية، وغير قابلة للتزوير، ولا رجعةَ فيها, ولا يتطلب وجود سلطة مركزية.

A new contractual pattern known as smart contracts has recently emerged, which has become a living reality in many countries, so the legislator has to regulate this new contractual pattern, especially since these contracts are expected to increase the demand for them with the spread and development of the “Internet” of Things, they have special features and distinctive features that make their application safer, and smart contracts are a technology built using block chain, through which they can create an automatic legal contract preserved in the block chain, so that it makes operations faster and more transparent, non-counterfeiting, irreversible, and does not require a central authority.
Through this research paper, we will deal with everything related to smart contracts by defining them and explaining their most important features, when they appear, their limits, uses, and benefits.

المقدمة:
أصبحت الحوكمة من أبرز الموضوعات الهامة على مستوى الإدارات والمؤسسات والمنظمات المحلية والإقليمية والدولية العامة منها والخاصة, ولقد برزت هذه الأهمية فى الآونة الأخيرة عندما أطاحت الأزمة المالية العالمية باقتصاديات عدد كبير من الدول المتقدمة والنامية، وبالرغم من ذلك فإن مفهوم الحوكمة لا يزال مُبهمًا بعض الشىء لدى الكثير من الفئات فى المجتمع, لهذا السبب تم اختيارى لهذا الموضوع, فالهدف من هذه الورقة عرض مفاهيم أساسية متعلقة بالحوكمة تتنوع بين تعريف الحوكمة وأهدافها وأهميتها، وضوابطها، كما توضح المعايير والمبادىء والمحددات التى تحكمها.
أولًا: إشكالية البحث
نستطيع القول أن الموضوع فى حد ذاته الإشكالية التى نرجوا الإجابة عليها فى ثنايا البحث, ويمكن تفكيك الإشكالية عبر طرح مجموعة من الأسئلة يمكن من خلالها الإجابة على الإشكالية الرئيسية بالعديد من الإشكاليات الصغرى, فالإشكالية الرئيسية لهذا البحث تتمحور فى ضرورة الإجابة عن التساؤل التالى:
ما واقع تطبيق معايير ومبادئ الحوكمة فى المؤسسات المصرية؟
ينبثق عن هذا السؤال أسئلة فرعية:
1- ما المقصود بالحوكمة؟ وما هى أهم مبادئ تطبيقها؟
2- ما التحديات التى يوجهها المشرع المصرى فى تفعيل الحوكمة؟
3- ما المعوقات التى تواجه المؤسسات فى مصر فى تطبيق مبادئ الحوكمة؟
تشكل الإجابة على هذه التساؤلات جوهر مشكلة البحث؛ التى تحاول الباحثة دراستها لاستخلاص النتائج, والوقوف على بعض التوصيات التى يمكن الاستفادة منها فى المجال التطبيقى.
ثانيًا: أهمية البحث
إن أهمية البحث تتحدد بالوقوف على وضع المؤسسات المصرية وبيان مدى تطبيقها للحوكمة, كما يكتسب البحث أهميته من خلال إلقاء الضوء على أساليب تطبيق الحوكمة وتوضيح المعوقات التى تواجه المؤسسات فى مصر فى تطبيق مبادئ الحوكمة, لذا يمكن تقسيم الأهمية إلى:
1- أهمية نظرية: وهى تزويد الباحثين بمعلومات ونتائج وتوصيات تخدمهم فى مجالاتهم واهتماماتهم, من خلال أخذ فكرة بسيطة حول الموضوع, وتوفير دراسة مُوَّثقة عن تطبيق مبادئ الحوكمة, مما يساعد على التنمية, وتأمل الباحثة أن يكون هذا البحث إضافة علمية للبحوث الخاصة بهذا المجال مع تقديم إضافة نوعية جديدة للمكتبات العربية.
2- أهمية علمية: تأتى أهمية البحث للتأكيد على ضرورة التوسع فى تطبيق الحوكمة فى البيئة الاقتصادية الحالية سواء فى القطاع العام أو القطاع الخاص, حيث أن غرس مبادئ الحوكمة يقلل من حجم الفساد.
كما تكمن أهمية دراسة موضوع الحوكمة فى جوانب متعددة؛ فهى تساهم فى رفع مستوى كفاءة الاقتصاد واستقرار الأسواق المالية، وتجذب الاستثمارات من الخارج والداخل على حد سواء، إضافةً إلى مساهمتها فى تقليص حجم المخاطر التى تواجه النظام الاقتصادى.
ثالثًا: أهداف البحث
يُعد تحديد أهداف البحث من الخطوات الأساسية فى سبيل الوصول إلى نتائج متكاملة وصحيحة, ويتمثل الهدف العام للبحث فى التعرف على أساليب تطبيق الحوكمة, ودراسة مدى الاستفادة منها فى النهوض بالاقتصاد القومى للبلاد، إلى جانب إلقاء الضوء على مفهوم الحوكمة، نشأتها وتطورها، أهميتها ومبرراتها، وكذلك استعراض أهم آلياتها, لذا فإن هذا البحث يسعى لتحقيق مجموعة من الأهداف وتحديدًا سوف نركز على النقاط التالية:
1- معرفة إيجابيات ومزايا الحوكمة.
2- التعرف على محددات ومعايير ومبادئ الحوكمة.
3- إبراز أهمية تطبيق الحوكمة لضمان تحسين الأداء المؤسسى.
4- الكشف عن معوقات تطبيق مبادئ الحوكمة التى تواجه المؤسسات فى مصر.
رابعُا: منهج البحث
للإجابة على الإشكالية الرئيسية وتفرعاتها ولتحقيق أهداف البحث السابقة الذكر ونظراً لطبيعة الموضوع اعتمدت على المنهج الوصفى التحليلى.
خامساً: خطة البحث
اتساقًا مع ما تقدم وللإحاطة بموضوع البحث قمنا بتقسيم البحث إلى عدد من المحاور, المحور الأول هو الإطار المنهجى للبحث, بحيث تطرقنا فيه لتحديد الإشكالية وتساؤلات البحث, وأهمية البحث, وأهدافه, بالإضافة إلى منهج البحث, ثم المحور الثانى تناولنا الإطار النظرى والذى تم تقسيمه إلى ثلاث مباحث, المبحث الأول بعنوان ماهية الحوكمة, والمبحث الثانى محددات ومعايير الحوكمة, أما المبحث الثالث يحمل عنوان مدى تطبيق الحوكمة فى البيئة الاقتصادية المصرية, وقد اشتمل هذا البحث على مقدمة وثلاث مباحث وخاتمة وفهرس للمصادر والمراجع على النحو التالى:

أصبحت الحوكمة من أبرز الموضوعات الهامة على مستوى الإدارات والمؤسسات والمنظمات المحلية والإقليمية والدولية العامة والخاصة, وقد برزت هذه الأهمية فىِ الآونة الأخيرة عندما أطاحت الأزمة المالية العالمية باقتصاديات عدد كبير من الدول المتقدمة والنامية، وبالرغم من ذلك فإن مفهوم الحوكمة لا يزال مبهمًا بعض الشىء لدى الكثير من الفئات فىِ المجتمع, لهذا السبب تم اختيارى لهذا الموضوع, والهدف من هذه الورقة عرض مفاهيم أساسية متعلقة بالحوكمة تتنوع بين تعريف الحوكمة وأهدافها وأهميتها، وضوابطها، كما توضح المعايير والمبادىء والمحددات التىِ تحكمها, بالإضافة إلى أثرها على التجارة الدولية.

Abstract:
Governance has become one of the most important issues at the level of local, regional and international public and private administrations, institutions and organizations, This importance has emerged recently when the global financial crisis has toppled the economies of a large number of developed and developing countries. However, the concept of governance is still somewhat vague in many sectors of society.
This is why I was selected for this topic. The purpose of this paper is to present basic concepts related to governance, ranging from the definition of governance to its objectives, importance, and controls; it also describes the standards, principles and determinants that govern them, in addition to its impact on international trade.

يرى كثير من الممارسين للعمل الإدارىِ أن الإدارة الإلكترونية التىِ تقوم على إنشاء شبكات المعلومات والاتصالات والتعاون والتركيز على المتلقىِ للخدمة العمومية تعتبر أداة ووسيلة فعالة لدعم التحول والإصلاح فىِ النظم البيروقراطية، التىِ ترتكز على الهرمية والتدرج فىِ السلطات، وتقسيم العمل والتخصص، والقوانين والإجراءات الرسمية.
وبالنسبة لموضوع البحث المتمثل فىِ تأثير البيروقراطية على الإدارة الإلكترونية هناك اتجاهين، الاتجاه الأول يرى أن الإدارة الإلكترونية هى عبارة عن أداة لإصلاح البيروقراطية، أما الاتجاه الثانىِ فيرى أن البيروقراطية من أهم أسباب فشل مشاريع الإدارة الإلكترونية, سنحاول من خلال هذه الورقة البحثية عرض كل من الاتجاهين.

The impact of bureaucracy on electronic management
Abstract:
Many administrative practitioners believe that e-management based on creating networks of information and communication, as well as cooperation and focusing on the recipient of the public service can be an effective tool and means of supporting transformation and reform in bureaucratic systems, based on hierarchy and graded powers, division of labour and specialization, and formal laws and procedures.
As for the point of research, which is the impact of bureaucracy on electronic management, there are two directions, the first direction regards e-management as a tool for reforming bureaucracy, and the second direction considers that bureaucracy is one of the most important reasons for the failure of e-management projects. We will try through this research paper to present both directions.

تؤدىِ وسائل الإعلام فىِ العصر الحديث أدورًا هامة, ومؤثرة فىِ حياة الأفراد والمجتمعات, حيث تقوم بتسليط الضوء على الأسباب التىِ تعوق مسيرة التنمية الثقافية فىِ المجتمع, كما تقوم بطرح الخطط التىِ تؤدىِ إلى تنمية المجتمع بشكلِ عام.
وتعد وسائل الإعلام البنية التحتية الثقافية الأولى للبرامج الثقافية, التىِ من شأنها النهوض بالتنمية الإبداعية والفنية, وتشجيع التنوع الثقافىِ؛ مع المحافظة على الهوية الثقافية للمجتمع.
ولا تقتصر أهمية الإعلام الثقافىِ الناقل للصناعات الثقافية فىِ الإسهام فىِ الإيرادات الاقتصادية، ولكن فىِ حماية الموارد الإبداعية, والارتقاء بالأداء الثقافىِ, وتوظيفه فىِ مجالات التعليم والترفيه والتنمية الثقافية.

Family legal protection between Egyptian legislation and international covenants
The family is the main cornerstone of the society, and is currently undergoing social, political, cultural and economic changes and developments both regionally and internationally as a result of the external and internal challenges it is facing.
This is due to the economic, intellectual, cultural and political domination of the Western countries, and attempts to impose their patterns in the name of human rights, and presents it as global patterns, such as the permissibility of extramarital relations, and the recognition of adultery sons, forcing the Egyptian legislator to find legal solutions that seek to reconcile, to the extent possible between the Islamic Shari'a guidelines and legal treatment for such new situations.

Abstract:
The governance of digital transformation is a clear way to facilitate business in a way that can cope with development as well as ensuring a proper balance between stakeholders side by side with achieving the desired goals continuously and creating promising opportunities.
According to the descriptive and analytical approach, this research identifies the concept and objectives of digital transformation, as well as reviewing the obstacles to digital transformation, talking about the requirements of digital transformation. Then, it deals with the benefits, constituents and characteristics of digital transformation.
At the end of the thesis, the researcher is focusing on the role of governance in the success of digital transformation, concluding at the end of the research that digital transformation has become a necessity, to be necessarily adopted in various sectors, assuring that expansion in adopting this technology will have a positive effect in many aspects. ويتحمل الإعلام بكل وسائله مسئولية كبيرة في مكافحة الفساد بجميع أشكاله؛ باعتباره يمثل السلطة الرابعة في المجتمع بعد السلطات التنفيذية والتشريعية والقضائية، فهو يشكل السلطة الشعبية التى تعبر عن ضمير المجتمع وتحافظ على مصالحه الوطنية, لذلك فإن الدور الرقابى من أهم أدوار الإعلام, فإذا كنا جادين فى إقامة مجتمع ديمقراطى يتمتع بالعدل فلابد من إتاحة المعلومات أمام وسائل الإعلام حتى تستطيع القيام بدورها, فبدون المعلومات لا يستطيع الاعلام كشف الحقائق, وتصبح معظم قضايانا محل شك وشائعات, وعلى الدولة أن تدعم وتشجع الأجهزة الرقابية والإعلام لكشف الفساد.
لذا فإن عنوان بحثنا هو (دور الإعلام كجهاز رقابى فى مكافحة الفساد), ويتكون البحث من ثلاثة محاور, يتضمن المحور الأول منهجية البحث من مشكلة وأهمية وأهداف ومنهجية, إما المحور الثاني يتناول ماهية الفساد, ويتضمن المحور الثالث آليات الإعلام في الحد من ظاهرة الفساد, إضافةً إلى النتائج والتوصيات والمصادر الخاصة بالبحث.

Abstract:
Corruption has become an epidemic that threatens human societies with a comprehensive sweep and has become a real threat to democracy and the rule of law, and is worsening to the point where it threatens many societies with stagnation and possibly collapse, devours the wealth of States, hinders investment, and weakens citizens' confidence in power, which makes necessary for all to unite their efforts to fight it, alongside with the government being keen to provide all kinds of support to eliminate this phenomenon.
The media, in all its means, has a great responsibility in the fight against corruption in all its forms, as it represents the fourth authority in society after the executive, legislative and judicial authorities, it constitutes the popular authority that expresses the conscience of society and preserves its national interests, so the supervisory role is one of the most important roles of the media, if we are serious about establishing a democratic society that enjoys justice, information must be made available to the media so that they can play their part. Without information, the media cannot disclose the facts; therefore most of our cases become questionable and mere rumors, and the state should support and encourage regulatory bodies and the media to detect corruption.
Therefore, the title of our research is (the role of the media as a regulatory body in the fight against corruption) the research is from three investigations that included the first research methodology of the problem and the importance, objectives and methodology either the second research on what corruption is, and the third research includes the role of the media in reducing this phenomenon of corruption, in addition to the results, recommendations and sources of research.

فالإعلام عادةً يكتسب سمات العصر الذي يولد فيه، وقد أفرز واقعنا نمطًا إعلاميًا جديدًا، يختلف في مفهومه وسماته وخصائصه ووسائله عن الأنماط الإعلامية السابقة، كما يختلف في تأثيراته الإعلامية والسياسية والثقافية والتربوية بشكل كبير؛ لدرجة أن بعض الباحثين أطلق على عصرنا هذا اسم "عصر الإعلام"، فنحن اليوم أمام إعلام جديد يحمل سمات هذا العصر وتناقضاته كّلها، وله من التحولات والتأثيرات -خاصة على اللغة العربية- ما يجعله موضوعَا جديرًا بالاهتمام والدراسة.
والمُلاحِظ لوسائل الإعلام -عبر المسلسلات التليفزيونية والأغانى واستعمال اللغة العامية الفجة والأخطاء اللغوية الشائعة- يجد أن اللغة العربية تراجعت كثيرًا مع زيادة الألفاظ الإنجليزية على ألسنة مقدمى البرامج الإعلامية؛ مما أدى إلى تهميش دور اللغة العربية وتشويهها، ويعد هذا خطرًا كبيرًا على الثقافة العربية, ومن الضرورى معالجة هذا الأمر بأسرع وقت للحفاظ على الهوية العربية؛ والابتعاد عن اللهجات المحلية وما تحمله من دلالات قد تؤدى بالرسالة الإعلامية إلى عكس محتواها أو هدفها.

Abstract
In recent years, a storm of changes has swept through our beautiful Arabic language, This storm wants to blur the features of our Arab identity and to impose languages and cultures on our Arab homeland through various media, whether written, audiovisual, or visible.
The Arabic language has decreased significantly with the increase of the English words on the tongues of information programs, which led to the marginalization of the role of Arabic language and distortion, and this is a major threat to Arab culture, and it is necessary to address this The matter as soon as possible to preserve the Arab identity; to stay away from the local dialects and the implications that may lead to the media message to the contrary content or purpose.

وتحتل ليبيا المركز الأول على مستوى إفريقيا فى تصدير الهجرة غير الشرعية إلى دول أوروبا؛ نظراً لقربها الجغرافى من السواحل الإيطالية، وقد ارتفع معدل الهجرة غير الشرعية من السواحل المصرية نحو أوروبا بنسبة 11%، لتصبح ثانى أهم بلد بعد ليبيا فى الهجرة إلى أوروبا, وفقاً لما صرحت به وزارة الخارجية الألمانية, وتعد مصر الممر الأكثر أمناً بالمقارنة مع منافستها ليبيا؛ التى تدهورت الأوضاع الأمنية بها بعد سقوط القذافى.
وسيتم تقسيم هذا البحث إلى مبحثين:
المبحث الأول: ظاهرة الهجرة غير الشرعية
المبحث الثانى: آثار الهجرة غير الشرعية ومعالجتها
تهدف هذه الورقة البحثیة إلى إبراز مفهوم الحوكمة وأهمیتها كوسيلة وقائية لمواجهة الفساد الإلكترونى، لِما لها من قدرة في تقليل المخاطر، وتطوير الأداء, وتحسين سير العمل, لذا يطرح هذا البحث وفقاً للمنهج الوصفى التحليلى الذى اتبعه ماهية الفساد، وأسباب الفساد وانتقلنا بعدها إلى توضيح الهدف من الحوكمة وهو التصدى للفساد, ثم تناولنا آليات الحوكمة فى الحد من الفساد وآليات مكافحة الفساد على المستوى المحلى, وخلص البحث بجموعة من التوصيات أبرزها العمل على تقوية العلاقة بين الأجهزة الإعلامية وأجهزة مكافحة الفساد, على أن تعمل الأولى على نشر حالات الفساد التى يتم مكافحتها من قِبَّل الأخرى بهدف نقل الصورة واضحة عما تحققه هذه الأجهزة من إنجازات.

Abstract:
This research paper aims to highlight the concept of governance and its effective importance as a preventive precautionary method to face and combat cyber corruption, for its potentiality to reduce risks, develop performance, and enhance work mechanism. Therefore, the research is presented according to the descriptive and analytical method that is followed by the nature of corruption and the causes of corruption, and moving to clarify the goal of governance, which is to fight corruption, and then we dealt with governance tools to reduce corruption and anti-corruption mechanisms at the local scale. The research concluded with a set of recommendations the most prominent of which is to work focusing on strengthening the relationship between mass media and anti-corruption agencies, provided that the former works on revealing cases of corruption that are being combated by the latter, in order to convey a clear image of what has been completely accomplished by both sides.
