With the increase in the world's wealth level, the number of people participating in tourism acti... more With the increase in the world's wealth level, the number of people participating in tourism activities has also increased. It becomes a necessity to produce new solutions, new policies and new applications together with new investments. In this context, statistical studies were needed for the solution. It was aimed to eliminate this need in the study.In the study, it was aimed to guide the investor, to determine the direction of the consumer, to offer opportunities to the local
people and to help the government to produce policies. Tourism incomes, tourist numbers and occupancy rates for the next three years (2016-2018 period) were estimated by the ANFIS method. Forecasting work was done for Turkey, Mediterranean, Aegean, Marmara and Other
Regions. The study has benefited from primary and secondary sources. TURKSTAT, Ministry of Culture and Tourism, Turkish Travel Agencies Association and Turkey Hotel Association were used as primary sources. As secondary data, previous researches, articles, books and reports about the subject have been utilized. Systematic information has been produced to shed light on investors planning units, commercial institutions, commercial organizations and the public in the study. It is
now a necessity to extend the tourism to the whole country and to 12 months. Antalya and Istanbul infrastructures and investments were negatively affected from the point reached. In addition, terrorism, wars in neighboring countries, bad relations between countries have resulted
in the damage of Turkish tourism. As a result of the study, the recommendations generally focus on the provision of season and zone widths in tourism.

ÖZET Turizm vasıtasıyla kalkınmayı hedefleyen birçok ilimizde turizmle ilgili yeterli planlama ya... more ÖZET Turizm vasıtasıyla kalkınmayı hedefleyen birçok ilimizde turizmle ilgili yeterli planlama yapılmadığı görülmektedir. Turizmle ilgili kararlar il ve ilçeler tarafından birbirinden bağımsız ve habersiz alınmakta ve dolayısıyla etkin sonuçlar elde edilememektedir. Bu nedenle il genelinde tüm turizm paydaşlarını kapsayan bir eylem planı yaparak bu planı uygulamaya koymaları, il turizminin gelişimine katkı sağlayacaktır. Hazırlanan bu eylem planı ilin turizm potansiyelinin ortaya konularak, turizmin geliştirilmesi için yapılması gerekenlerin bütüncül bir yaklaşımla ele alınmasını ve il düzeyinde sektörel bir yol haritasının ortaya konulmasını sağlayacaktır. Türkiye'de yapılan turizm eylem planlarının ya ulusal eylem planlarının bir parçası ya da il ilçe koordinasyonu olmadan birbirlerinden bağımsız şekilde hazırlanmış planlardan oluştuğu dikkati çekmektedir. Hazırlanan planların ilin tüm turistik potansiyelini içermediği ve hatta farklılıkların ortaya konulmadığı planlar olduğu görülmektedir. Bu nedenlerle hazırlanan yerel turizm eylem planı; uygulayıcılar için yol gösterici olma özelliğinin yanı sıra, gerek kamu gerek özel sektör ve gerekse sivil toplum kuruluşları düzeyinde turizm geliştirme çalışmalarında oynayacakları rolleri belirleyecektir. Ekonomik ve sosyal katkılarının neler olabileceği konusunda genel çerçeveyi çizerek, ekonomik gelişimi destekleyen; fiziksel düzeyde uygulanabilir, toplum yönelimli ve sürdürülebilir turizm ilkesini içeren bir planlama yaklaşımını ortaya koyacaktır. Öncelikle ilin turizmindeki bütün problemlerini tespit ederek, bunların yetkili ve sorumlularını belirleyerek, çözümü konusunda somut hedeflere yönelecektir. Bu yöntemle hazırlanan stratejik turizm eylem planı Tokat il, ilçe ve beldelerinde koordineli bir şekilde uygulanmış ve bir birinden bağımsız değil bütünleşik bir yaklaşımda ele alınmıştır. Hazırlanan stratejik turizm eylem planı alt yapısı için il ve ilçe turizm paydaşları ile odak grup görüşmeleri yapılmış, her ilçede çok katılımcı toplantılar düzenlenmiş ve halkın görüşlerini almak amacıyla online anket çalışması yapılmıştır. Bu çalışmada, merkezden yapılan ulusal turizm eylem planlarına ek olarak yerel yönetimlerin de il veya bölge bazında; kendi stratejik turizm eylem planlarının oluşturulması gerekliliği vurgulanmakta ve lokal düzeyde bir eylem planı oluşturma için hangi unsurların hangi sırayla uygulanması gerektiğini araştırmakta ve önerilere yer verilmektedir. Anahtar Kelimeler: Turizm Eylem Planı, Tokat Turizm Eylem Planı, Turizm Planlaması ABSTRACT It has been seen that there are insufficient planning related to tourism in many of our cities which aim to develop with assistance of tourism. Decisions related to tourism are taken independently and unannounced by the provinces and districts and therefore effective results cannot be obtained. For this reason, implementing an action plan covering all tourism stakeholders throughout the province will contribute to the development of provincial tourism. This action plan will provide the things to be done to improve tourism with a holistic view and a sectorial road map at provincial level by showing the tourism potential of the province. It has been noted that the tourism action plans in Turkey are either a part of national action plans or are prepared independently without provincial coordination. It seems that the plans do not include all the touristic potential of the province and they do not even reveal the differences. The local tourism action plan prepared for these reasons; besides being a guide for practitioners, will determine the roles they will play in tourism development work at the level of public, private sector and nongovernmental organizations.
