Karena penanganan stunting membutuhkan kerjasama sinergis berbagai pihak, maka tata kelola kolaboratif menjadi opsi yang layak dipertimbangkan. Tulisan ini membahas tata kelola kolaboratif yang inovatif dengan mengangkat kasus implementasi BAAS melalui dapur sehat (Dashat). Inovasi yang diangkat adalah inovasi sosial, dimana program BAAS melalui Dashat adalah salah satu wujud dari penyelesaian masalah pada masyarakat melalui inovasi sosial. Village tapioca starch production is an important economic activity in cassava value chain benefi... more Village tapioca starch production is an important economic activity in cassava value chain benefitting manufacturers and cassava farmers. There are 6 small units actively running in Subang West Java Indonesia capable to produce only 15 ton/month of tapioca. The limited capacity causes them to face stuck in sales situation from time to time, since marketing is performed individually and it makes them difficult to meet required quantity of product procurement fixed by middlemen. This problem remains for decades and makes it difficult for small tapioca producers to grow competitively. In order to find appropriate solution, a case study was conducted to reveal the underlying predicament. Based on financial analysis to the processing technology, it can be concluded that tapioca producer with the capacity less than 1 ton a day is burdened by high production cost. To meet the requirement fixed by middleman who procure minimum quantity of 2 tons tapioca, the best approach to solve this problem is by establishing a marketing collective action. The scenario shall be to create groups enabling them to sell the product as frequent as once in every 2 days to improve conversion rate. Most effective system would be a group of 5 to 7 tapioca small scale producers, providing they agree upon group's mission benefitting all members. The tapioca producers group will enable them to also obtain not only market access, but also access to technology, finance and other supporting policy.

The principle of localities embedded in defined appropriateness of technology as “people mattered” has always been challenged when it is applied. This paper discussed the findings from an action-research work in the traditional coffee community in Sumba Barat Daya – East Nusa Tenggara. Coffee cultivation, post-harvest handling, processing to ground coffee, are tradition practiced to fulfill their need. The tradition is in the contest when there is a demand from the modern market requiring an increase of quality and productivity. The result of this study showed that to empower community it requires integration of technology appropriateness which is economically profitable and socially acceptable, and to ensure sustainability, maintenance of induced knowledge and practices should be strengthened by local institutional establishment based on social capital.

Rural development based on local resources utilization has been promoted as a strategy to achieve... more Rural development based on local resources utilization has been promoted as a strategy to achieve people prosperity in Indonesia. Although many studies have found that resource-based strategy is no longer relevant nowadays, for many areas this is still considered an appropriate approach. In order to examine the significance, we conducted a study in Sumba Barat Daya District of East Nusa Tenggara, focussing on coffee as one of the most abundant products in the region. Utilizing a socio-ecological approach, we collected data and information to depict the dynamics of coffee-based activities. A detailed study in Kadi Roma Village of Sumba Barat Daya on coffee ecosystem contribution to local community revealed that despite traditionally managed, coffee plays a significant role socially and economically. As a source of income to almost 17,000 smallholder farmers in Sumba Barat Daya, it can be concluded that coffee can become a gateway to attain successful rural development program. It also provides various opportunities for the community to participate which requires supportive innovation ecosystem to be established systematically by relevant local institutions, including include local government.

This paper analyzed transformation intitution, which occurs during and after the proccess of SIDa-Belu Implementation. The methods used in this research is descriptive analysis with structure, conduct, performance (SCP) approach. Institutional change is a transformation proccess that is part of development. Therefore, the main objective of any institutional change is to internalize the potential for greater productivity which comes from improved resource utilization, and creating a new balance simultaneously. On SIDa-Belu implementation, institutional change encourage the change for farming groups. This is experienced by coffee farmers in Southwest Sumba District, as an underdeveloped area, which by their social economic limitation relies solely on middleman, while their coffee actually has higher value. This study examines these problems to find the best solution by utilizing local resources through an inclusive approach. Qualitative research was conducted through a case study in a disadvantaged village in Southwest Sumba District, which has intervened with appropriate technology to comprehensively handle coffee processing. The results of the study explain that the problem of coffee farmers stems from the obstacles and challenges that are typically faced by people in disadvantaged areas. A strategy to vitalizing rural economy to ensure equitability is achieved through optimal utilization of local resources. It is an inclusive approach, widely implemented which also applied in Indonesia. In order to examine the concept, a qualitative study was conducted in Sumba Barat Daya in East Nusa Tenggara Province, in which agriculture is the leading sector of regional development. Assessment is focussed toward the potency of natural resource, specifically traditional agroforestry system, producing variety of estate crops which are sold in local, regional and international market as well. Representing different type of market system, assessment on cashew and coffee crops were discussed.
