Gender equality as smart economics : a work in progress

The Gender Action Plan (GAP) offered incentives in the form of budget support to well-designed pr... more The Gender Action Plan (GAP) offered incentives in the form of budget support to well-designed projects in difficult sectors looking to add a gender-lens; it rigorously evaluated the impact of any intervention that sought to improve women's economic opportunity, to learn what works, what doesn't and why; it made a business case for investing in women; and, it made funds available through a competitive process. In short, it found ways of attracting operational teams which had never before worked on gender issues to 'learn by doing,' and so in a practical way, deepened the pool of gender expertise. The Gender Action Plan played some role in helping focus the development community on women's economic empowerment and in reenergizing the work on gender equality, through the World Development Report, IDA16 and other mechanisms within and outside the World Bank. We had valuable support from our partners. The presidents and prime ministers of the Group of Eight most developed countries endorsed the action plan early on. Germany's Chancellor Angela Merkel launched the Gender Action Plan in 2007, and a number of supporters, low and high-ranking and other agencies rallied to the cause. Most importantly, there was strong interest and support from partners in developing countries, with many governments actively engaged in promoting the economic opportunity of women in their countries. This booklet conveys some of the action plan's achievements over its four-year existence.

50 men and women, representing 17 African countries, were convened at the regional workshop on wo... more 50 men and women, representing 17 African countries, were convened at the regional workshop on women participation in reducing emissions from deforestation and degradation (REDD)+ processes in Africa. The aims of the workshop were: (a) for stakeholders in the African forest carbon partnership facility (FCPF) countries to reach a joint agreement on the key reasons for the low participation of women in REDD+ related decision-making and the needed actions to address these reasons, and (b) to strengthen communication between African women-led and women-focused organizations engaged in REDD+. The workshop also looked to take stock of REDD+ women-focused sub-projects financed by the FCPF capacity building program’s (CBP) in Africa and their ability to both mainstream and impact gender issues - to inform any future capacity building interventions and define approaches that have worked, and challenges that still need to be met. Restoring the Competitiveness of the Coffee Sector in Haiti

The purpose of the Economic and Sector Study is to provide a mechanism for diffusion of selected analytical work undertaken by the department in support of its operational program at the country or sub-regional level. Opinions and judgments expressed in these studies do not necessarily reflect the view of Bank Management or member countries. Coffee has traditionally played a unique role in rural Haiti, in economic, social and environmental terms. However, the competitiveness of the coffee sector of Haiti has been declining over recent years due to a combination of external and domestic factors. This study analyses the current situation and the opportunities and challenges presented for improving the competitiveness of the coffee sector in Haiti in a sustainable manner. It presents a public policy framework to guide the public support and interventions. It concludes that support should be provided to help the coffee sector supply chain reap the potential benefits from new market opportunities, protect key environmental services in upper watersheds, and set an example for other agriculture and rural productive activities in Haiti.

Cependant, la compétitivité du secteur caféier en Haïti est en baisse depuis plusieurs années en raison d'une combinaison de facteurs externes et internes. Cette étude analyse la situation actuelle, les opportunités et les défis que présente l'amélioration durable de la compétitivité du secteur caféier en Haïti. Elle présente un cadre pour les politiques publiques qui pourraient guider les actions d'appui et les interventions publiques. L'étude arrive à la conclusion qu'il convient d'appuyer la filière afin de tirer avantage des bénéfices potentiels qu'offrent les nouvelles opportunités de marchés, de protéger les services environnementaux dans les bassin-versants et que cette filière constitue un exemple pour d'autres activités agricoles et rurales en Haïti.
