Governance is administration, or management which can be interpreted as power that is no longer owned or becomes a matter for the government. The purpose of this study was to find out how the governance of the sustainable PSR program in Riau Province is. The research method used is qualitative research with a case study approach. The results of this study show that the governance of the sustainable PSR program in Riau Province has been going well but still has some challenges in its distribution and distribution. The challenges identified in this research are the 2019 Coronavirus disease, human resources, and the increasing price of palm oil.

Research Methodology: This research used a qualitative method with a descriptive approach. Tujuan kegiatan ini adalah untuk melakukan pemberdayaan masyarakat melalui pelatihan inovasi teknologi yang berasal dari potensi desa di Desa Sako Margasari Kecamatan Logas Tanah Darat Kabupaten Kuantan Singingi. The purpose of the study is how can the Communitarians in North Rupat be sustainable, so that they are able to support the welfare of fishermen in Rupat Utara. Rupat north directly faces the Straits of Malacca, international waters become an interesting study. Each fisherman joins and chooses not to join, but both do not provide welfare. This research uses the concept of communitarian Etzioni, this concept reflect that a community based can be increase and connector between government and public. using qualitative research methods involving village officials, Bengkalis district government representatives and fishermen who are grouped or not. The results showed that the community was formed in a limited function, has a structure and culture but was not able to facilitate the needs of fishermen, in an effort to prosper the coastal community. Fishing communities do not have welfare, although almost every village forms its community. assistance and assistance that had been provided by the Bengkalis district government was deemed not on target, as needed. the gap between coastal fishermen also occurs between Rupat Island and Bengkalis Island.

Rokan Hulu are one of regency in Riau Province that have a big potency in forestry especially about palm oil. In 2012 land of palm oil in Rokan Hulu are arround 208.475 Ha with production 525.079,93 miles CPO. Now days are 31 manufactured are productions of palm oil in 16 subdistrict. The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Rokan Hulu regency. With the position of the village has a very important role in supporting the success of the national government at large.
