The "Digital Europe" program is a central element of the Commission's comprehensive response to t... more The "Digital Europe" program is a central element of the Commission's comprehensive response to the challenge of digital transformation and is included in the proposal on the Multiannual Financial Framework (MFF) for the period 2021-2027. Its aim is to provide a spending instrument adapted to the operational requirements of capacity building in the areas identified by the European Council, as well as to exploit the synergies between them. The program aims, among other things, to develop and strengthen basic skills in artificial intelligence, such as data resources and archives of artificial intelligence algorithms and make them accessible to all enterprises and public administrations; ensure that the essential capabilities needed to secure the EU's digital economy, society and democracy are available and accessible to the EU public sector and businesses, as well as improve the competitiveness of the EU cybersecurity industry; expand the optimal use of digital capabilities, in particular high-performance computing, artificial intelligence and cyber-security, in all sectors of the economy, in sectors of public interest and in society, including the implementation of interoperable solutions in areas of public interest, as well as facilitating access to technology and know-how for all enterprises. To better understand the phenomenon, this study aims to analyse the use of digital technology among European enterprises through a composite index of artificial intelligence (AI) and information technologies (ICT) (using the Wellness Methodology Fair and Sustainable) to measure the territorial gaps and to know the European countries more or less inclined to use it. For this purpose, this contribution develops with the following structure: -description of the theoretical reference framework and the indicators used to regard "artificial intelligence" and "information technologies"; -description of the methodology for the construction of the composite indicator; -description of the results, also through a geo-referenced map of European countries willing to use digital technology; -conclusions

The present paper discusses a theoretical model to explain the link between servitization and ter... more The present paper discusses a theoretical model to explain the link between servitization and territorial competitiveness based on the situation in Italy. A key assumption of the model is that once the link between manufacturing and KIBS is established within a TES, there is a positive feedback between the increasing productivity (competitiveness) and the link between firms and KIBS, which becomes stronger and stronger triggering a self-reinforcing dynamic. This means that every evolutionary step of the system influences the next and thus the evolution of the entire system, so generating path dependence. Such a system has a high number of asymptotic states, and the initial state (time zero), unforeseen shocks, or other kinds of fluctuations, can lead the system into any of the different domains of the asymptotic states (1). In other words, both the theoretical assumptions and the empirical model outlined in this paper demonstrate that when a functional relationship between manufacturing and services is established (servitization), economic performance is positive or very positive.

The aim of this study was to evaluate a multidimensional policy of the city of Messina, in southern Italy, aimed at experimenting a sustainable model of urban regeneration to overcome its shantytowns after the 1908 earthquake. The impact indicators of a pilot program of urban generation were collected in terms of environmental, social, and economic criteria, while the real experiment focused on the mechanisms of choice related to the housing of extremely marginalized people. In the end, two slums were demolished, and 205 households had a home without additional land consumption. Attitudes toward social cohesion were measured through 29 interviews and the administration of a pre–post structured test. The issue of rural and marginal areas has regained centrality in recent times, also due to the fa... more The issue of rural and marginal areas has regained centrality in recent times, also due to the fact that rural areas actively participate in the EU’s green and digital transition. The starting point of the paper is the concept of fair and sustainable well-being, which has been interpreted differently in relation to the diversity of territories and particularly in relation to the differences between urban and rural areas. The objective of this work is the construction of a synthetic index of the welfare of European countries through the Wroclaw taxonomic method and through the use of logit models for the identification of best practices of local realities and the interpretation in a more immediate way of the fair and sustainable welfare of each European country at a rural level.

Tourism is a phenomenon that in many Italian provinces, especially in southern Italy, is particul... more Tourism is a phenomenon that in many Italian provinces, especially in southern Italy, is particularly important in the contribution to collective well-being. Moreover, data measured in a specific area (or province) can be influenced by what happens in nearby areas, generating what is commonly called "spatial autocorrelation" or "spatial interdependence". This study is aimed at identifying a composite "systemic" index to measure the impact of tourist goods and others determinants can make to collective well-being in the provincial context through a composite index through the BES methodology (Equitable and Sustainable Well-being) and to analyze possible spatial autocorrelations between Italian provinces. The method of construction of the index followed these steps: (1) analysis of the theoretical framework, methodology used and indicators; (2) choice of the statistical methodology (3) statistical analysis: in order to assess the robustness of the identified method and, therefore, improve decision-making, we also completed an influence analysis to analyze the most significant indicators (software COMIC-COMposite Indices Creator) (4) discussion of the results with the help of a georeferenced map of the synthetic touristic index of Italian provinces and a Cluster Map LISA which shows the provinces with statistically significant values of the LISA index, classified by five categories: (a) Not significant (white); (b) High-High (red); (c) Low-Low (blue); (d) Low-High (light blue); (e) High-Low (light red) (software GeoDa).

In the laboratories of companies and universities, we start to use more innovative technologies to answer specific questions, but in Italy IA is not very widespread. As Gerhard Friedrichn, professor of computer science, dean of the Faculty of Technical Sciences of the University of Klagenfurt, one of the pioneers of research about AI in Europe, says, “artificial intelligence will not come in the coming years, but it will eventually come. There is nothing that can prevent it.” Therefore, for the purpose of a better understanding of the phenomenon to date, this study analyzes the potential use of artificial intelligence in the Italian regions through a composite index (using the methodology of Fair and Sustainable Wellness) that measures the territorial gaps and their predisposition or not to innovation which is an essential prerequisite for the dissemination of AI.
