This study examined the material condition that engender the clamour for restructuring and also undermine the political will to restructure. Specifically two research questions were interrogated, viz: does the 1978 land use decree engender imbalance in Nigeria’s agricultural system? how does the imbalance in Nigeria’s agricultural system engender inequity among the various geopolitical regions in the country? Secondary data were collected from documentary sources while qualitative descriptive method of analysis was employed. We predicated our study on the complex interdependence theory. Hence, the study isolated trade liberalization as an aspect of globalization and argued that contemporary trade liberalisation as facilitated by the WTO intensifies the specialization of Third World countries in the production of raw commodities and consumers of finished goods. The study is anchored on the theory of Post-Colonial State. It adopted documentary method of data collection and content analysis of data. Based on evidence from Nigeria and Kenya which formed our case studies, we demonstrated that in post-colonial African states, where the political power alternation is achieved via rainbow coalition of opposition political parties, the emergent regime is bound to be consumed with the quest to consolidate their hold on state power and to annihilate the opposition. This will ignite vicious circle of battle for state power at all cost thereby escalating electoral violence in the polity. The central objective of this study is to investigate whether the contemporary multilateral trading system undermines regionalism in West Africa. We noted that advanced capitalist countries have continued to exploit the multilateral trading system under the auspices of the WTO to reinforce the mono-cultural and non-complementary nature of West African economies. At family, community and national levels, there is need for peace for meaningful development. Pea... more At family, community and national levels, there is need for peace for meaningful development. Peace is one of the ingredients of the Sustainable Development Goals (SDGs). Therefore, there is need for conflict prevention, conflict resolution and rehabilitation of those affected by conflict for peace to return. Drawing from the experience of Nigeria, this study examined the contributions and challenges of accounting in peace building. Descriptive research design was adopted for the study. Findings reveal that accounting contributes to peace building in areas of auditing and taxation amongst others. The study recommends amongst others, financial statement insurance to increase the quality of audit so as to prevent conflict arising from fraud and misstatement.

The following two questions were examined: How did proliferation of armed militia groups contribute to the migration crisis experienced in post-Gadhafi Libya?', and 'Did the prioritization of counter smuggling of migrants over rescue operations by European countries bolster the migrant-trading activities of militia groups in Libya?' The study was anchored on the gate-keeper state theory. Documentary method of data collection was employed, while qualitative analysis of data was adopted. The study found that: the fall of Gadhafi regime in 2011 created interstices exploited by local armed militia groups to commoditise migrants in Libya. Again, the armed militia groups served as agents of the three warring governments in Libya for securing their regime/territories, and as agents of European countries, particularly Italy, to thwart flow of irregular migrants to Europe. The commoditization of migrants by militia groups coalesced with the antimigration strategies adopted by some European countries to create migration crisis in which an avalanche of irregular migrants became trapped in Libya and were subjected to exploitation and slavery. The study recommends strengthening of the subregional security architectures in Africa to enhance surveillance/control of porous borders.

The increasing emphasis on internally generated revenue (IGR), especially with the dwindling oil ... more The increasing emphasis on internally generated revenue (IGR), especially with the dwindling oil revenue and increasing cost of governance, has resulted in aggressive search for IGR by states and local governments through various strategies. Existing analyses posit that the concurrent revenue drive by the three tiers of government engender multiple taxation. Others highlight the outcomes of various revenue mobilisation strategies used by the three tiers of government to improve IGR. However, the effect of the culture of violence by armed and unarmed revenue collectors in urban cities in Nigeria is yet to attract systematic scrutiny. Thus, this study examines the effects of the emerging culture of (un)armed violence by legal/illegal revenue collectors in Enugu metropolis. The study utilised the mixed methods for data collection and analysis. Our analysis shows that states and local governments experience fiscal challenges due to the lopsided federal structure of the post-colonial Nigerian state, which concentrates major sources of revenue at the centre. However, since the constitution empowers all the three tiers of government to collect specified rates and taxes concurrently, states and local governments, against the backdrop of rapid reduction in oil revenue, increasing cost of governance and growth of neoliberal ideology—which emphasise the need to increase tax rates while reducing government spending, have continued to adopt the strategies that translate to the use of armed and unarmed agents to enforce rates and taxes. In this light, Enugu metropolis has gained notoriety for the activities of armed and unarmed revenue collectors of state ministries, department and agencies (MDAs) and local government, which are turning the state into the Hobbesian state of nature by the crude and violent revenue collection strategies. The major victims of this violence are the helpless operators in the informal economy such as commercial drivers, owners of small and medium businesses and tenants in residential apartments in the state.

The study is anchored on the postcolonial state theory. Qualitative (documentary) method was employed for data collection, while qualitative-descriptive method of analysis was adopted. The paper contends that both Boko Haram and IPOB are manifestations of the dissatisfactions arising from the inadequacies of the Westphalian state system imposed on the kingdoms, empires and principalities which hitherto existed in the area today known as Nigeria. Both Boko Haram and IPOB extensively adopted anti-state propaganda targeted at disparaging the postcolonial Nigerian state.
