This article studies the impact of the Reference Rate (RR), coupled with the entry of generics, o... more This article studies the impact of the Reference Rate (RR), coupled with the entry of generics, on originator and generic medicines’ prices in Algeria. For each selected drug, we identified the annual Algerian Retail Price (ARP), the number of generic medicines, and if the drug is subject to the RR or not. Our contribution then takes the form of an econometric modeling from panel data for the period 2006 to 2011. We show that the introduction of RR induced a reduction of 9% in the prices of brand-name drugs without having a direct impact on the prices of generics. However, an increase in the number of competing generics causes only a slight decrease of 1.4% in the price of generics, while its impact on the originator’s prices is neutral. These results suggest that the Algerian policy of promoting generic usage had relatively modest effects compared to experiences elsewhere in the world.

Thus, several measures have been taken by the government: the regulation of sales margin, the introduction of the reference tariff, the ban on importation of locally manufactured medicines, ... Our contribution will focus on assessing the policies implemented and their impact on promoting the consumption of generic drugs. Indeed, the promotion of generic remains inadequate in Algeria. This policy sins by certain shortcomings that hinder its success so far. Thus, the success of the policy of encouraging generic requires the involvement of various stakeholders on the chain of drug through both the compliance and encouraging acceptance of generic awareness at all levels.
