administrative reforms to promote decentralization. These reforms aim to unify local efforts and enhance
the management of large cities with populations over 500,000.
The City Unit System is an innovative model designed to streamline local governance, reduce administrative
overlap, and improve the efficiency of public services. Given the critical role of territorial communities in
sustainable development, the study underscores the importance of strengthening collective work
mechanisms.
Focusing on practical applications in cities like Casablanca, Rabat, Fez, and Marrakesh, the research
evaluates how this system addresses challenges such as overlapping powers and coordination issues. It also
examines its contributions to improving local governance and offers recommendations for enhancing its
effectiveness.
This study analyzes legal frameworks and real-world practices, to provide a comprehensive understanding
of the City Unit System, its potential to rationalize urban management, and solutions to overcome its
challenges.
