Changing Strategies for Business R&D and their Implications for Science and Technology Policy. Proceedings of the tip Workshop

The Vienna tip-workshop on February 25th, 2002 gathered researchers and evaluation practitioners ... more The Vienna tip-workshop on February 25th, 2002 gathered researchers and evaluation practitioners from several countries in the context of the current OECD project on "Changing Strategies for Business R&D and their Implications for Science and Technology Policy". The Proceedings volume of the Workshop presents and compares recent approaches and the outcomes of recent studies with a view to encourage mutual learning and to pave the ground for a common framework for future activities (surveys, case studies, econometric studies) in the field. The contributions addressed the topic from two different angles: on the one hand, they reviewed recent studies attempting to identify leverage effects of public support to private R&D, on the other hand they looked into the determinants of the patterns of private R&D.

Mission-Oriented Innovation Policies in Austria – a case study for the OECD

In recent years, mission-oriented approaches have received growing interest in science, technolog... more In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in ...

In diesem Beitrag werden die wichtigsten empirischen Ergebnisse einer Studie des INEQ-Instituts d... more In diesem Beitrag werden die wichtigsten empirischen Ergebnisse einer Studie des INEQ-Instituts der WU Wien und von JOANNEUM RESEARCH-POLICIES prasentiert, die sich mit den Auswirkungen des technologischen Wandels auf die Beschaftigung und Einkommensverteilung in Osterreich beschaftigt hat. Untersuchungsgegenstand der empirischen Analyse sind die Branchen der Sachgutererzeugung sowie private Dienstleistungen in der Zeit seit dem Ausbruch der Krise (2008 bis 2014). Im Gegensatz zu anderen aktuellen Studien wird hier ein breiterer Ansatz zur Erfassung des technologischen Wandels gewahlt, indem sowohl die F&E (Forschungs- und Entwicklungs)-Intensitat als auch der Anteil von IKT-Investitionen betrachtet werden. Fur den Beobachtungszeitraum zeigt sich, dass hohere F&E-Intensitat in der Sachgutererzeugung mit einem Anstieg der Lohnungleichheiten einhergeht, wahrend bei den Dienstleistungen eine Verringerung beobachtet werden kann. While many accepted that the linear model of innovation did not capture the realities of the innovation process, it was acknowledged that public policy still relied upon the linear model and its implications for policy. Hence, the OECD NIS project became an important collaborative mechanism for generating new data based on the interactive model of innovation and for developing a set of recommendations for public policy. Formally, the OECD NIS project was concluded in 2001. It generated several publications on industrial clusters, networks, human mobility, synthesis reports on the renewal of innovation policy, and it also fed into other OECD work. Nach dem Zweiten Weltkrieg konnen mehrere Paradigmen in der Schwerpunktsetzung beobachtet werden: die klassische Missionsorientierung im Bereich der Atom-, Raumfahrtund Rustungsforschung, die industriepolitisch motivierte Ausweitung auf eine grose Zahl an „Schlusseltechnologien“ mit breitem wirtschaftlichen Anwendungsspektrum, die Betonung von generischen Masnahmen im Zusammenhang mit systemischen und Cluster-Ansatzen sowie die thematische Schwerpunktsetzung entlang von gesellschaftlichen Problemfeldern.
