The project "UrbaKnow: Blurred Borders: Urbanization, Knowledge-Policy and Cross-Disciplinar... more The project "UrbaKnow: Blurred Borders: Urbanization, Knowledge-Policy and Cross-Disciplinary Interaction for Sustainable Cities, 2016" studied different knowledge traditions and which type of knowledge that is relevant in planning for sustainable cities. Big cities in rapid growth put a special focus on how strong urbanization is perceived and handled - in research, politics and planning. The way urbanisation is conceptualized, viewed and handled varies across disciplines and policy sectors and among politicians and planners. This project looked specifically at how urbanization-in-Norwegian is understood, also in a international context. One important aim was to clarify academic and political differences in the view of environmental impact of urbanization.
The project has focused on aspects of sustainable urban development that mainly forces other than... more The project has focused on aspects of sustainable urban development that mainly forces other than public policy: civil society or the market. The project's purpose is threefold: (1) theory development, by assessing whether unintended environmental benefits of social self-organization is understandable within a common theoretical framework (2) empirical testing, by testing the assumption that sustainable urban development mostly has other social forces than direct public management (3) analysis of action alternatives, by studying the conditions for a better enhancement of environmental trends in urban policies and planning. With regard to sustainable urban development policies, we face a paradoxical situation: Central environmental policy goals are not implemented and general trends which can not be seen as a direct result of public environmental policy an environmentally friendly focus, for example in terms of space utilization. This paper elaborates on how policies and strategies for sustainable urban development can be und... more This paper elaborates on how policies and strategies for sustainable urban development can be understood and shows how development programs can be strategically important and flexible tools in the creation of the modern city. We examine two typical contemporary cases for urban development, inner city/waterfront and modernistic suburbs, using the two areas of transport and cultural heritage as prisms to explore divergences or convergences between the two programs, and ask: How come two urban development programs within the same city turn out so differently? By comparing these programs, urban development trends relating to entrepreneurialism are highlighted. There are clear differences between the two programs under study, and the paper tries to grasp their internal logic in order to shed light on their strengths and weaknesses. While the city center program has much to do with realizing the commercial potential of the area and strengthening sustainable transport through large-scale changes in infrastructure, such means seem to be outside the scope of the suburban program. Meanwhile, cultural heritage is interwoven with entrepreneurial projection-strategies in the city center, whereas heritage sites and projects are used more as a means for social cohesion in the suburb. The paper concludes that the programs vary in the two policy fields in accordance with the institutionalized and anticipated potential of the urban areas in question.
The objective of Porsgrunn's planning project 'creative urban development' has been t... more The objective of Porsgrunn's planning project 'creative urban development' has been to exploit culture as a driving force in the urban development. The project has provided temporary cultural events and a new salient cultural infrastructure in the town centre. Two factors were important for the launching of the project: the right timing (the town's bicentennial) and extraordinary regional financial support. The project depended on solid institutional support and on mutual trust relationships between professionals and politicians and across public and private (commercial as well as cultural) players. The shift of focus on what urban development is all about has been crucial, from 'jobs and parking spots' to urban life and housing environments in vital urban centres.
Carsharing means that members use cars owned by a car club or an enterprise. Users have the benef... more Carsharing means that members use cars owned by a car club or an enterprise. Users have the benefits of cars without the drawbacks of ownership. Recent innovative intelligent mobility services connecting cars and users make carsharing a significant alternative to private cars, particularly in cities. A shared car substitutes 5-15 private cars, and members drive 1/3 less than a private car owner. Emissions may decrease as a result of generally newer and more energy efficient cars. Urbanization, digitalization and a stronger political support are factors that may make carsharing escalate, also in the Norwegian context.
