The prime aim of publishing is to disseminate new research findings as widely as possible in a timely and efficient manner. The ultimate goal of EP is to provide fast and easy access to information contained in the publications with simple, powerful search and retrieval capabilities. This paper presents literature reviews of EP, traces its developments and explores the components of EP with the benefits. It examines the rationale for copyright in digital age and trace development of EP in Africa with the challenges. The paper concludes that the future of EP in Africa is brighter with the great potential to flourish.

Information needs of users have been examined both generally and as they pertain to particular ty... more Information needs of users have been examined both generally and as they pertain to particular types and formats of information. Barriers to information have also been investigated, including those which are situational and also across certain domains and socioeconomic contexts. Unified studies concerning both information needs and barriers are needed. Both are likely always present in any given interactive search situation; further, users' attempts to satisfy their own individualized information needs will likely encounter barriers of some sort. The present study employed a survey method to collect users' perceptions of video information needs and barriers as part of recent video search situations. Findings from this analysis establish a unified framework, based on the themes emerging directly from the responses of users, and present the suitability and benefit for informing future designs and evaluations of user-centered interactive retrieval tools.

However, driven by an eHealth strategy, hospitals in South Africa are now changing to electronic health records (EHR) systems for their day-to-day functioning. Earlier studies conducted on health records management in the South African provinces of KwaZulu-Natal (KZN), Limpopo, Eastern Cape, Gauteng and Western Cape, all point to minimal evidence of change management in EHR system implementation in public hospitals. This paper presents empirical results of an investigation into the management of change in the implementation of an EHR system at the Inkosi Albert Luthuli Central Public Hospital in the eThekwini area of KZN. In doing this, the study reviewed extensive literature on records management by assessing the depth of the integration of ICTs in the management of medical records in South Africa. Anchored on the interpretivist paradigm, the qualitative research method was adopted for this research. The multiple case study research strategy was considered appropriate for the study. Data was gathered through face-to-face in-depth interviews and content analysis. Interviews were conducted with eight IKS staff at the IKS Documentation Centres across four provinces in South Africa. The study revealed that although there are efforts to digitize IKS and make them accessible through some channels online, there are no specific digital preservation policies guiding the project. This paper presents the extent of the integration of ICT systems in records management in labour ... more This paper presents the extent of the integration of ICT systems in records management in labour organisations in Botswana. The study was largely guided by a survey research strategy. All the 50 registered labour organisations in Botswana were surveyed, 45 of which responded, representing a response rate of 90%.The findings of the study indicated that the depth of electronic records management in terms of existing office systems; e-mail management; integration of records management in ICT systems; integration of ICT systems across computing platforms; and integration of electronic and paper-based record management systems in labour organisation remains low but firmly evolving. It recommends that labour organisations need to re-strategize and put benchmarks in relation to the manner in which they manage electronic records and information.

The purpose of the study was to assess the digital preservation capability maturity readiness in ... more The purpose of the study was to assess the digital preservation capability maturity readiness in the context of e-government in Botswana Public Service with a view to developing a strategic framework that ensures digital continuity. The study adopted a pragmatic paradigm and case study which were deployed in each of the six selected ministries as a unit of analysis. The target population was 102 respondents from six key purposively sampled ministries. Seventy-nine questionnaires were distributed, of which 55 were completed and returned. Interviews were conducted with 21 staff being senior managers, managers for human resources and administration, heads of divisions for records management units, archives unit, ICT managers and senior records managers. Design/methodology/approach Through the multiple case study research design, data was obtained from eight respondents in four Indigenous Knowledge Systems Documentation Centers (IKSDCs) in institutions that are part of the National Recordal Systems (NRS) initiative across four provinces in South Africa using in-depth face-to-face interviews. Data collected was also supplemented with the content analysis of several policy documents in South Africa.
