During its independence era, Estonia found its place among countries with high credibility in inn... more During its independence era, Estonia found its place among countries with high credibility in innovative solutions in both the state and the private sectors. In this way, technology affects the everyday bureaucratic process and how people vote. One of the digital domains is electronic voting, a specific electoral channel allowing voters to vote via the Internet. Recently, it has been more than 15 years since Estonians could try voting electronically for the first time. Over the years, internet voting has gained some credibility and has been widely used among voters during elections. The Estonian system has triggered new trends in the field of new electoral practices and created new opportunities for researchers in political science and computer science. Therefore, this case study aims to observe the development of electoral participation, with particular attention to internet voting. The analyzed period covers parliamentary elections from 2007 to 2023, focusing on the recent spring 2023 elections. The main aspects observed are voting turnout and data related to internet voting. This data set answers the main research questions about internet voting, its usage among voters, and its impact on election turnout. The data we work with are contained in OSCE reports and the National Election Committee of Estonia press releases. The theoretical framework is built on relevant researchers available in the issue, focusing on Estonian experts. Thus, the conclusions of this study are appropriate for political scientists and researchers.

The right to vote should be counted among the most significant inventions and achievements of dem... more The right to vote should be counted among the most significant inventions and achievements of democracy, as people who are allowed to vote can directly contribute to or even completely change the political life of certain societies. As far as we know, elections are not all legal and impartial around the globe, and some governments actively strive to manipulate certain aspects of the voting process. Even electronic voting, widely considered a tool of digital democracy, is no exception since there are many threats and possibilities that may alter official outcomes. Electronic voting in regimes considered non-democratic may function as a tool entirely under the control of certain authorities, and in such cases, election results may be highly skewed. Our article, therefore, strives to determine whether e-voting is necessarily a tool of digital democracy.
