This study investigated the effectiveness of official development assistance in Zimbabwe with a p... more This study investigated the effectiveness of official development assistance in Zimbabwe with a particular emphasis on the evolution of Millennium Development Goal 8. The background of the study is that Zimbabwe received vast amounts of official development assistance from the European Union institutions but it is still underdeveloped. The investigation was rooted in a neo-Marxist framework. It argued that a perpetual asymmetrical relationship between the EU and Zimbabwe is irrevocable and it has exacerbated structural dependency of the latter in the international division of labour. This study employs semi-structured interviews of four purposefully selected experts to build an understanding of the operationalization of Millennium Development Goal 8 in a transformative paradigm. The study discovered that, most of the official development assistance disbursed to Zimbabwe during the Millennium Development Goals era was for humanitarian purposes. There were no or insignificant contributions to economic development, it rather had a negative impact, inducing Zimbabwe’s dependence on official development assistance. The researcher concluded that the underdevelopment of Zimbabwe is largely a historical product of the past and continuing economic as well as other relations between core and the periphery.
