These notes are about an experience of a multi-stakeholder forum, in Brazil, in solid waste manag... more These notes are about an experience of a multi-stakeholder forum, in Brazil, in solid waste management – the so-called Waste & Citizenship Forum (W&C). This Forum has been a strategy to improve socio-environmental standards in the sector through the participation of a variety of political actors, including previously voiceless waste pickers ́ cooperatives, as well as government agencies in the implementation of integrated waste management systems at national, sub-national and local level.

This paper explores some challenges and limitations of the process of coupling waste and citizens... more This paper explores some challenges and limitations of the process of coupling waste and citizenship drawing attention to the need of improving the drafting of public policies through the use of statistics available at the database of PNAD and RAIS. It also calls for an integrated approach to solid waste. It is argued that the challenges brought about by the national solid waste policy requires professionalization of planning and management.

The occupation of waste picker has taken on new importance as a livelihood, especially since the ... more The occupation of waste picker has taken on new importance as a livelihood, especially since the last global economic downturn. Increasingly, waste pickers are being recognized for their valuable contributions to urban sustainability and development. Drawing from scholarship on waste pickers, and findings from a recent study conducted in five cities across three continents, this paper discusses the environmental and economic contributions of informal waste pickers to cities. This paper argues for the re-conceptualization of solid waste management systems that integrate waste pickers as partners, as key to building just, inclusive and livable cities for all. It also presents a specific model in which informal waste workers are integrated as key stakeholders as one example of best practice in this area, thus contributing to current discussions on integrated and inclusive solid waste models.
Prevention, reuse and recycling goals form the basis for recovering nearly 150 000 tons of waste ... more Prevention, reuse and recycling goals form the basis for recovering nearly 150 000 tons of waste annually through a mixture of innovative approaches and activities. More importantly these approaches and activities have led to the development and consolidation of a well organized informal sector. Since the adoption of an integrated solid waste management model in 1993, the recovery of recyclables has formed a permanent pillar of the waste management system in Belo Horizonte.
In Brazil’s large cities, more than half a million people survive by collecting and selling solid... more In Brazil’s large cities, more than half a million people survive by collecting and selling solid waste. Most face very poor working conditions and have very low incomes as the intermediaries to whom they sell pay low prices. Their activities are even considered illegal in some nations. But the waste pickers save city governments money, contribute to cleaner cities and reduce the volume of waste that has to be dumped (by up to 20 per cent). After describing the waste pickers and the city and national associations they have created, this paper describes the recycling industry and gives some examples of better methods of recycling. These include waste picker cooperatives that can sell the materials they collect direct to industries and that have partnerships with city governments who provide access to wastes, better prices and facilities to improve working conditions (including transferring the recycling from dumps to recycling centres).
