Residents of RT 04 RW 09 Binawidya, Tampan district, city of Pekanbaru have experienced problems with waste such as unpleasant odors due to the accumulation of house yard waste before being disposed to a final disposal site. To reduce this problem, there are many solutions that can be done. One of them is to utilize organic waste from household, which is processed into Eco-Enzyme. The eco-enzymes made from household waste such as vegetable residues and fruit peels. It can produce environmentally friendly products such as floor cleaners, plant fertilizers, water purifiers and others. The eco-enzyme is very easy to make. Forest fires that have an impact on public health and damage to the peat ecosystem due to inappropriate land use are examples of these problems. The Pekanbaru State Forestry Vocational School was chosen as a place for counseling, because this institution will produce forestry technical personnel who have environmental insight. It is necessary to give them material about the condition of peatlands in Riau Province where they are currently located. It is hoped that after they graduate, they will have sufficient insight and knowledge about peatland cultivation and conservation. This research uses interview method and questionnaire. The author conducted an interview to the Head of Regional Revenue Service (Kadispenda) Pekanbaru City. For the questionnaire the author distributed as many as 20 respondents. This research indicates the existence of public ignorance of the enactment of local government regulation (Perda) Pekanbaru City No.112 of 2011 on Ground Water Tax (PAT). PAT collection in particular hotels located in Kecamatan Tampan Pekanbaru City there are still not paid PAT and also there are businessmen who have not register their business to Dispenda Pekanbaru City. Because they thought it was not necessary to pay for the PAT. PAT collection based on city regulation Pekanbaru number 12 of 2011 on PAT is one way to increase local revenue (PAD).

The most appropriate method of processing organic waste is to use the compost. Compost is an effort to process organic waste through a controlled decomposition process. The main product of composting is environmental cleanliness, because the amount of disposing organic waste in the landfill that can be reduced. Subsequence, it can be obtained the compost yield as another advantage. Composting with the Takakura method is very suitable for tropical areas and household scale.
