Ruth Ann Weaver, aka Ruthann Weaver Lariscy, aka Ruthann Lariscy is Professor Emerita, Department of Advertising & Public Relations, Grady College of Journalism & Mass Communication, The University of Georgia. Her inter-disciplinary Ph.D. in Political Science, Speech Communication, and Journalism was earned at The University of Missouri--Columbia, 1980. Dr. Lariscy has over 50 competitively judged academic journal articles across 3 disciplines, over 100 national and international conference presentations, and has been interviewed, quoted and written about in major national US and UK popular press on political advertising topics, most notably the sleeper effect and negativity in messaging. Retired in 2014, Dr. Lariscy remains a sought-after source for media.

Political public relations play an unique role in American democracy because it occupies a dual r... more Political public relations play an unique role in American democracy because it occupies a dual role of providing both political and commercial speech. However, using analysis of the First amendment, public relations have increasingly been identified as commercial speech which receives limited protection under the U.S. Constitution. This study traces the evolution of the legal framework in which political PR has become associated with commercial speech, and how this association has made Constitutional analysis of political PR more complex. Implications for public relations practitioners and PR's role in democracy are discussed.
