Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in fi... more Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.

A public works outdoor beautification program to employ low income older workers. It was modeled on the 1930s era Civilian Conservation Corps, and funded under contract to the National Farmers’ Union by the U.S. Labor Department. By the 1980s, when it was eclipsed by an experimental computer-based video text information delivery system for farmers of the same name Green Thumb had largely disappeared from public view. Today, a Google search with the phrase “Green Thumb program” turns up dozens of references to that latter experiment and to expertise in gardening and horticulture in general but almost no references to the earlier program. Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. It is based upon a literature review of published materials on the subject in both Korean and English. This study is part of a research initiative on East Asian social administration at the West Virginia University School of Social Work. The basic effort is to examine aspects of social administration in East Asian countries and compare them with administrative practices in the Anglo-American tradition. The paper was prepared with the assistance of two doctoral students. Ms. Younock Kim and Mr. Sienam Hahm reviewed the available literature on Korean social administration in Korean and English. The interpretations and the opinions expressed are those of the author. This paper is written to provide an English-language review of the subject, since no such review can currently be located in the English language literature on Korean social welfare

Despite its status as the single most important reason for the commercial success of the personal computer (or PC), spreadsheets have received scant attention in human service administration. An extended search of the major electronic bibliographies and information services turned up no references to spreadsheets in the human service literature. We are already building an extensive knowledge and experience base in the application of spreadsheets to the problems of human service administration. However, as the paucity of literature on this subject shows, we have yet to settle upon ways of disseminating the best and most effective applications of spreadsheet technology

Among the most important of these is the call for an integrated continuum of services for the aged. This study examines one approach to such a continuum in a study conducted in rural New York state, and replicates that research design to examine the array of services for the aged in north central West Virginia. While it is clear that a number of underlying linkages and dependencies exist, the unidimensional approach of this study is found wanting

Part I is a review of the relationship of research and theory in social gerontology. Part II outlines the case for a symbolic interactionist theory of aging. Symbolic interaction is identified and discussed as a theoretical orientation compatible with a significant portion of the research in aging done within the “activity theory” tradition, and also capable of contributing to and informing intervention. Part III explores a number of recent efforts toward synthesis in social gerontology and Part IV explores contributions of those efforts to a symbolic interactionist theory of aging

After a military career spanning two wars and struggles with homelessness and PTSD, he is invited to design an entirely new rural community for the 21st century. Twin disasters (fire and flood) in Dare County, West Virginia, set up the circumstances for him to join with Rosemary Mueller and the wealthy Ohio-based Mueller Foundation and a mysterious group of local Dare County residents led by Adam Sennett, County Clerk of Dare County. Together, they design and build the new town of Eden, West Virginia. The whole story is told by veteran novelist Phil Anthropod. The story of Eden is accompanied by several collections of annotated public domain and Creative Commons photos published as “Ralph Deigh’s Notebooks”. This paper argues for wider recognition of general program indicators as evaluative criteria and ... more This paper argues for wider recognition of general program indicators as evaluative criteria and sets forth four general dimensions of outcome measures that might serve as comparative evaluative indicators for a wide range of programs and services. Pragmatic problem-solving is outlined as a theoretical basis for an approach to such general indicators. The argument for general program indicators of problem presence, frequency, duration and severity is grounded in general problem-solving theory and is part of an evaluative study of a mental health crisis unit. Peace, defined as a problem-free interval, is offered as an example of a general program outcome indicator
The 1978 Amendments to the Older Americans Act called for the establishment of social planning, g... more The 1978 Amendments to the Older Americans Act called for the establishment of social planning, greater emphasis on the needs of the frail elderly (“those in greatest social and economic need”), the establishment of community “focal points” and “comprehensive and coordinated service delivery systems” in rural and urban communities. The amendments were implemented in the 1980 guidelines to Area Agencies on Aging. In this unpublished paper portions of which were presented at several conferences, a Guttman Scaling Technique developed in rural New York state was used to examine the development of aging services in 13 counties in North Central West Virginia. In the process, the information technology of social work practice has changed relatively little. Social work practice has yet to develop unique computer applications, comparable to developments in medicine, law, architecture, education and other fields. Most interest in computer applications in social work to date has been clerical and made use of off-the-shelf applications. The potential of currently available technology for office automation in social work offers the prospect not only for important productivity improvement, but also for a means to dealing with unmet needs and for humanizing the environment of the social work office.
