A distanza di molti anni, e tuttora difficile contestare la famosa affermazione di Stanley Hoffma... more A distanza di molti anni, e tuttora difficile contestare la famosa affermazione di Stanley Hoffmann secondo la quale Ie Relazioni Internazionali (Ri) sono una disciplina americana (Hoffmann 1977)1. Basti notare che larghissima parte degli articoli pubblicati su riviste di Ri americane 0 europee oggi suI mercato sono scritti da autori americani (Wrever 1998, 696-701), che la storia degli sviluppi teorici della disciplina e raccontata soprattutto in riferimento a dibattiti teorici (i Great Debates) che solo raramente si svolgono in Europa continentale (jorgensen 2000), e infine che Ie tendenze quanto a citazioni e adozione di teorie prodotte altrove rivelano un rapporto fortemente sbilanciato tra Ie Ri americane e quelle europee continentali. Si puo per questo sostenere che Ie Ri continentali non esistono? In realta, concordiamo con l'opinione che vi sia effettivamente un'attivita teorica al di qua della Manica, ma riteniamo che essa sia ancora poco nota tanto all'interno quanto all'esterno del «continente», e che tenda a scontare il prezzo di innegabili Desideriamo ringraziare tutti gli studiosi che hanno risposto al nostro breve qucstionario preliminare (ocdi testo del questionario in appendice)e/o ci hanno [ornito utili indicazioni bibliograficbe circa il loro lavoro. It is not yet clear what fundamental common interests the EU members wish to pursue through the Common Foreign and Security Policy, and consequently through the defense instrument that should be made available by the end of 2003. This step would also help NATO better define its own missions, ensuring that the European allies enhance their contribution. The EU needs the equivalent of a “strategic concept”, which can be developed in parallel with the ongoing transformation of NATO.
