These considerations, and the need for a more proactive approach to lasting poverty reduction, have led to the development of a new conceptual framework, which casts social protection as social risk management. The section discusses in detail five identification programs that seem to have complementary strengths and that can be considered as assets. These are the national identity (CNIE), the civil register, the children school register (MASSAR), the register of health assistance (RAMED), and the social security register (CNSS). Section three, provides a global analysis of the data collected and highlights the findings within a holistic view. Section 4 presents some options that may be explored to improve the identification systems in the country. It gives an overview of the Identification Systems Analysis (ISA). Section three gives a detailed description of the Identity ecosystem in Cote d’Ivoire. It examines all the identification schemes that were considered of primary importance by the Mission and that were part of the interviews conducted. Where enough data was collected, the ISA analysis is performed and the color coded score is presented. Section four presents a series of recommendations to address the identification needs of the WB Project but also for improving the identification practices in the country in general. Those recommendations are based on the extensive experience that the World Bank ISA team has had in the course of applying the tool in similar environments. In the last few years, proposals to introduce a universal basic income or universal basic income ... more In the last few years, proposals to introduce a universal basic income or universal basic income (UBI) have proliferated. Proponents point out that narrowly targeted programs exclude many of the poor. Critics point out that universality spreads limited resources thinly over the population limiting the impact on poverty for a given level of spending. While high income countries can claw back the transfer to the higher income group through a progressive income tax, this is not possible in developing countries where most people operate in the informal sector. This note looks at an alternative to either narrow targeting or UBI. It uses household survey data from 52 low and middle-income countries to compare the poverty impact of a UBI to a transfer that is gradually reduced as estimated consumption increases. The individual account-based but unfunded approach that promises fair and financially sustainable benefits is a reform benchmark for all pension schemes. Nonfinancial defined contribution (NDC) schemes originated in the 1990s independently in Italy and Sweden, were then adopted by Latvia, Poland, and Norway, envisaged but not implemented in various other countries (such as Egypt and Russia), and remain under discussion in many countries across the world (such as China and France). In its complete form, the approach also comprises budget-financed basic income provisions and mandated or voluntary funded provisions.
