However, many problems encounter SMEs and as a result, many of them perform poorly and fail to grow. Therefore; the overall objective of the study was to assess the factors that limited the growth of SMEs in Iringa Municipal, Tanzania. Specific objectives were, firstly to assess social-cultural factors that limited the growth of SMEs, secondly to assess economic factors that limited SMEs growth and lastly to investigate structural factors that limit SMEs growth.The study employed a cross-sectional research design to achieve the objectives.

First, it provided a classic example of the limitations of both social and policy sciences predictive capacity. Few foresaw, let alone predicted, the tumultuous events that marked the end of the decade. Second, those events simultaneously dislodged the organizing principle-the foundation-upon which much of the study of international relations was constructed in the postwar period. 1 The parsimony and simplicity of bipolarity signaled the hegemony of structural arguments in international studies and a corresponding ascendancy of questions posed by security studies over those relating to international and comparative political economy. Scholars and policy analysts alike thus favored these approaches, employing theories such as deterrence, compellence, and modernization in political science, while policy analysts often subsumed critiques of American policy in the Third World for the sake of strategic advantage over the Communist bloc.

However, many problems encounter SMEs and as a result, many of them perform poorly and fail to grow. Therefore; the overall objective of the study was to assess the factors that limited the growth of SMEs in Iringa Municipal, Tanzania. Specific objectives were, firstly to assess social-cultural factors that limited the growth of SMEs, secondly to assess economic factors that limited SMEs growth and lastly to investigate structural factors that limit SMEs growth.The study employed a cross- sectional research design to achieve the objectives. The target population under study was the 90 SMEs owners found in Iringa Municipal Council. The study used questionnaires and key informant interviews to collect the required data from a sample of 90 SMEs owners and identified key informants. Relevant literatures were reviewed. The data collected were coded, quantified and analysed quantitatively and qualitatively. Quantitative data were analysed by the use of statistical package for social sciences (SPSS) version 20. The study revealed that the main social cultural factors that limit the growth of SMEs are the attitude of the customers towards local SMEs and the absence of local role model to influence others. Secondly the findings indicated that the main economic factors that limit the growth of SMEs are lack of access to finance, Taxation and unfriendly collateral needed by the financial institution. Lastly the study found out that the main structural factors that limit the growth of SMEs are little government support and poor managerial competency and skills among the SMEs owners. The study concluded that the most limiting factors for SMEs growth in Tanzania are lack of access to finance, competition, poor managerial skills and lack of experience, lack of access to technology, multiplicity of taxes and levies. Other observed factors included corruption, bad attitude of the local SMEs, Infrastructure, legal and regulatory constraints and lack of government support (inconsistent government policies). The study recommended that for the government to succeed in creating a good future for SMEs, it has to make reforms to our educational system to make it more functional, relevant and need-oriented
