Reading the recently issued Israeli draft Law Concerning Handling of Suits Arising from Security ... more Reading the recently issued Israeli draft Law Concerning Handling of Suits Arising from Security Forces Activities, I was reminded of another older piece of Israeli legislation. I checked the 1968 volume of the Israeli Military Orders and found that the draft law followed closely the principles laid down in August 1968 in Military Order number 271 Order Concerning Claims. Just as the Military Order had done twenty-nine years earlier, the draft law vests in a special committee the powers to hear compensation claims from Palestinian victims of Israeli army excesses. The proposed law narrows the range of acts for which compensation may be sought so as to disqualify many victims of wrongful injury from seeking damages. In comparing the principles on which the two pieces of legislation are based, it appears as though little has changed over the past three decades.
