ABSTRACT This study presents a systematic recognition of regional policies supporting new firm fo... more ABSTRACT This study presents a systematic recognition of regional policies supporting new firm formation in Italy between 1997 and 2005, and performs an evaluation exercise (for the 1997- 2003 period) of their impact on gross entry, exit and net entry in Italian provinces. The analysis is conducted in relation to six different sectors, including manufacturing, construction, commerce, hotels and restaurants, transports, and financial services. We also investigate the influence of the unemployment rate on firm demographics controlling for other provincial factors, such as economic growth, economic welfare, whether being a major city and an industrial district located in the territory of the province, the level of wages. Findings indicate that the effects of either direct subsidies or fiscal incentives on both gross and net entry are barely significant or not significant at all, whether those of unemployment on net entry and exit are dependent upon the sector under study, but are mainly negative. This suggests that policies supporting entry do not alter significantly the mechanism regulating firm dynamics at the local and the industry level, and a substantial lack of dynamics in the Italian provincial labor markets.

ABSTRACT This paper investigates factors associated to a higher likelihood of engaging in Intelle... more ABSTRACT This paper investigates factors associated to a higher likelihood of engaging in Intellectual Property Right (IPR) activities in the 103 Italian provinces for the period 1998–2007. We distinguish between patent and trademark activity and find that their determinants are to some extent different. Both patent and trademark activity are influenced by use of credit, presence of university graduates, and industrial districts. Hence, three types of capital matter for both types of IPR activity: financial, human, and network capital. Higher endowment of social capital only influences trademark activity. We do not find an impact of entrepreneurship capital. Patent activity appears to be influenced relatively more strongly by financial and network capital, and trademark activity relatively more strongly by human and social capital.

In this paper the determinants of new firm formation in the producer services are studied by usin... more In this paper the determinants of new firm formation in the producer services are studied by using National Security data on firms with at least one employee. Two ratios are computed and analysed for the 95 Italian provinces: an index of fertility represented by the share of new enterprises on employees, and a birth rate represented for each province by the ratio between new enterprises and resident population. On examination of the determinants of this process, we found that the average wage rates and the ratio of utilized credit to the total line of credit negatively affect both indexes, and that both indexes are affected positively by sector growth and by a measure of small firm presence. The index of fertility is also explained by a dummy variable which identifies for each province those policies which are aimed at fostering the process of new firm formation. The birth rate is instead affected by a dummy variable which is equal to one for the provinces in which the chief towns of each region are located and zero otherwise, and by the potential demand for new producer services arising from the industrial sector.

The present study explores the impact exerted by a series of factors and processes including crea... more The present study explores the impact exerted by a series of factors and processes including creativity, IPR activities, new business formation and the provision of amenities on economic growth for 103 Italian provinces (NUTS 3) over the period between 2001 and 2006. Provincial growth rates are measured alternatively by value added growth and employment growth. Findings show a positive effect of the increase in the number of firms active in the creative industries, net entry, and a greater provision of leisure amenities on regional economic growth. A large portion of employment in the manufacturing, mining, and energy sector, and a high relative number of university faculties are found to lead to slower economic growth, whereas trademarks, patents, cultural amenities and industrial districts do not affect economic growth. Finally, the share of legal immigrants is found to have a positive impact on employment growth.

(2001) Patents and the geographic localization of R&D spillovers in French manufacturing, Reg. Studies 35, 697-702. This paper follows a 'geography of innovation' approach to test for France the hypothesis that patent activity within each administrative region is related to corporate expenditures on R&D in that territory, as well as research expenditures undertaken in universities located in the same area. It emerges that French manufacturing rms (both private and state-owned) bene t signi cantly from knowledge produced within the geographical area in which they are located, although the coeYcient estimated for the university R&D variable is equally signi cant but higher than that for industry R&D. At the regional level, university research proves to be the most crucial external source of knowledge for the innovative activities of manufacturing rms.
