The "Burden of disease and injury in Aboriginal and Torres Strait Islander Peoples" was... more The "Burden of disease and injury in Aboriginal and Torres Strait Islander Peoples" was commissioned by the Australian government as part of the Australian Burden of Disease study. This paper explores the extent to which key actors in the research and policy communities expected the Indigenous Burden of Disease study's findings to inform, influence, or drive federal decisions concerning Indigenous health in Australia. This qualitative research undertook interviews with 13 key informants with significant involvement in the Indigenous Burden of Disease study: six researchers, five policy makers, and two knowledge brokers. Interviews were recorded, transcribed, and analyzed, and the findings were triangulated with a review of the literature. Policy makers and researchers anticipated that the Indigenous Burden of Disease study would improve the available information for policy deliberations about Indigenous health. A profile of the roles performed by Australian health professionals working in international heal... more A profile of the roles performed by Australian health professionals working in international health was constructed to identify the core competencies they require, and the implications for education and training of international health practitioners. The methods used included: literature review and document analysis of available training and education; an analysis of competencies required in job descriptions for international health positions; and consultations with key informants. The international health roles identified were classified in four main groups: Program Directors, Program Managers, Team Leaders and Health Specialists. Thirteen 'core' competencies were identified from the job analysis and key informant/group interviews. Contributing to international health development in resource poor countries requires high level cultural, interpersonal and team-work competencies. Fifteen years ago, in the wake of rising concerns over the lack of progress in reducing global po... more Fifteen years ago, in the wake of rising concerns over the lack of progress in reducing global poverty, the UN adopted the Millennium Development Goals (MDGs).1 All 189 United Nations Member States committed themselves to eight goals aimed at reducing global inequities between developed and developing countries by addressing the needs of the world’s poorest and most vulnerable populations. The MDGs aimed to eradicate extreme poverty and hunger, achieve universal primary education, improve child and maternal health, combat the spread of HIV/AIDS and other diseases, ensure environmental sustainability, promote gender equality, and enhance the governance of development by means of financial reforms benefitting heavily indebted poor countries.2 Progress on some goals has been impressive: the target of halving the proportion of people whose income is less than $1 USD a day was achieved in 2010, five years ahead of the 2015 deadline. The target of halving the proportion of people who lack dependable access to improved sources of drinking water has also been met.3 Overall progress, however, has been “patchy” and “uneven,” with “insufficient” and “sluggish” progress, particularly in sub-Saharan Africa and South Asia. The current global economic crisis also threatens future progress given that fiscal constraints are already jeopardizing the realization of the MDGs. Furthermore, fragmentation and lack of cohesiveness among donors financing health-related MDGs have promoted vertical approaches to planning, programs, monitoring, and reporting, such as those for HIV/AIDS and malaria, that are not sufficiently integrated with national health systems.5

To understand the in-country monitoring challenges for developing countries of reporting against SDG 3, this research sought published data for the four Pacific countries of Fiji, Papua New Guinea (PNG), the Solomon Islands, and Vanuatu-within a region with welldocumented and significant health challenges. This research found that there are limited recent, comprehensive, and comparable data with identified sources against the SDG 3 outcome indicators at an in-country level. Without such data, there is a risk of relying on data that may be inaccurate because of aggregation, estimation, and modelling. The results from these data can influence the funding and other resources that could be made available to the Melanesian countries to address health inequities. KEYWORDS health data, health planning, Melanesia, Pacific, SDG 3 1 | BACKGROUND Globally, inequalities in health services, living conditions, and wealth exist, resulting in mortality and morbidity from preventable and treatable diseases. 1 Such health inequalities can be seen in the four Melanesian countries of the Pacific in Fiji, Papua New Guinea (PNG), the Solomon Islands, and Vanuatu. Waterborne and foodborne diseases continue to affect the population at high rates; some of these countries lack facilities, staff, and equipment to prevent maternal and neonatal mortality; and climate change-induced disasters in this tropical zone have damaged health facilities and infrastructure. 2-4 These and other contributors create a life expectancy for males of 64 to 67 years old across the region. 5 The United Nations (UN) has provided recommendations to country governments to improve these trajectories through a global focus on sustainable development, monitored against specific goals, targets, and indicators, and a timeframe 6,7 to 2030. This study examines the current regulatory architecture for private healthcare in Mongolia exploring its role for improving accessibility, affordability, and quality of private care and identifies gaps in policy design and implementation. Qualitative research methods were used including documentary review, analysis, and in-depth interviews with 45 representatives of key actors involved in and affected by regulations in Mongolia's mixed health system, along with long-term participant observation. The year 2015 was a significant anniversary for global health: 15 years since the adoption of the... more The year 2015 was a significant anniversary for global health: 15 years since the adoption of the Millennium Development Goals and the creation of the Global Alliance for Vaccines and Immunization, followed two years later by the Global Fund to Fight AIDS, TB and Malaria. 2015 was also the 10-year anniversary of the adoption of the International Health Regulations (May 2005) and the formal entering into force of the Framework Convention on the Tobacco Control (February 2005). The anniversary of these frameworks and institutions illustrates the growth and contribution of 'global' health diplomacy. Each initiative has also revealed on-going issues with compliance, sustainable funding and equitable attention in global health governance. In contrast, this study examines health's evolving location in the first-phase of the next iteration of global development goal negotiation for the post-2015 era, through the synchronous perspectives of representatives of key multilateral and related organizations.
