Can the World Cut Poverty in Half? How Policy Reform and Effective Aid Can Meet International Development Goals

Poverty in the developing world will decline by about one-half by 2015 if the trends of the 1990s... more Poverty in the developing world will decline by about one-half by 2015 if the trends of the 1990s persist. Most of this poverty reduction will occur in Asia, however, while poverty will decline only slightly in Africa. Effective aid could make a contribution to greater poverty reduction in lagging regions. Even more potent would be significant policy reform in these countries. We develop a model of efficient aid in which flows respond to policy improvements that create a better environment for poverty reduction and effective aid. We investigate scenarios of policy reform and efficient aid that point the way to how the world can cut poverty in half in every major region.

As recent discussions have made clear, the apparent lack of poverty reduction in the face of hist... more As recent discussions have made clear, the apparent lack of poverty reduction in the face of historically high rates of economic growth-both in the world as a whole and in specific countries (most notably India)-provides fuel for the argument that economic growth does little to reduce poverty. How confident can we be that the data actually support these inferences? At the international level, the regular revision of purchasing power parity exchange rates plays havoc with the poverty estimates, changing them in ways that have little or nothing to do with the actual experience of the poor. At the domestic level, the problems in measuring poverty are important not only for the world count but also for tracking income poverty within individual countries. Yet, in many countries, there are large and growing discrepancies between the survey data-the source of poverty counts-and the national accounts-the source of the measure of economic growth. Thus economic growth, as measured, has at best a weak relationship with poverty, as measured.

Identifying what the poor have, rather than what they do not have, focuses on their assets. This ... more Identifying what the poor have, rather than what they do not have, focuses on their assets. This paper contributes to the extensive vulnerability/assets literature, by categorizing the assets of the urban poor in terms of an “asset vulnerability framework.” These include both tangible assets, such as labor and human capital, less familiar productive assets, such as housing, as well as intangible assets, such as household relations and social capital. Results from a recent urban study show that the poor are managers of complex asset portfolios, and illustrate how asset management affects household poverty and vulnerability. Translated into operational practice this framework facilitates interventions promoting opportunities, as well as removing obstacles, to ensure the urban poor use their assets productively.

This paper derives a poverty-efficient allocation of aid and compares it with actual aid allocati... more This paper derives a poverty-efficient allocation of aid and compares it with actual aid allocations. The allocation of aid that has the maximum effect on poverty depends on the level of poverty and the quality of policies. Using the headcount, poverty-gap, and squared poverty gap measures of poverty, alternatively, all yield similar poverty-efficient allocations. Finally, we find that the actual allocation of aid is radically different from the poverty-efficient allocation. With the present allocation, aid lifts around 10 million people annually out of poverty in our sample of countries. With a poverty-efficient allocation, the productivity of aid would nearly double.
